GMA02 Page7 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd INTRODUCTION Necessity It is clear that the role of export in economic development is become important Many exporters utilize a freight forwarder to act as their shipping agent to comply with export documentation and shipping requirements Freight forwarding companies (as known as transportation companies or logistics companies or logistics companies) were established to advise and assist exporters on how to move cargoes in the most efficient way from one place to another place Freight forwarding is diversified with participation of various economic sectors and services It is the fact that freight forwarding is still new concept in Vietnam Freight forwarding companies find some difficulties because of lacking extensive knowledge of documentation requirements, regulations, transportation costs and banking practices that lead to in efficiency in exporting process Therefore, researching to enhance forwarding procedure for exporting FCL cargoes is necessary for company to create competition in domestic as well as global market Methodology The internship at Dong Tai Global Logistics and Trading Co., Ltd has given me a chance to practice the process of freight forwarding for exporting FCL cargoes Also, I have gained the experiences and valuable knowledge related to freight forwarding In order to this dissertation, I use the following research methods: - Observation: this method was used to scrutinize things that cannot be easily sported out such as the activities and attitude of staff - Participation: in order to understanding the freight forwarding procedure of exported cargoes, I participated in the daily activities of the company Particularly, I had chances to go to shipping lines such as SITC, Nam Sung, NYK, VICONSHIP; customs departments, for example, border-gate customs sub-department; ports; depots and related institution as Phytosanytary subdepartment area I Research scope Dong Tai Global Logistics and Trading Co., Ltd provides various services of freight forwarding However, the main scope of this dissertation is research on the ii Pham Thi Dung - GMA02 Page21 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd 2.2.2 Explain the process Step 1: Receiving information from clients Clients contact with sales staff of Dong Tai Global Logistics and Trading Co., Ltd to use services of company via mail, Skype, phone call or directly meeting Sales staff receives information from clients including: - Information of cargoes (types , quantity and size of cargoes) - Port of loading, port of discharge - Shipping line - Estimated time of departure After receiving information of clients, sales give clients advices about the suitable options: - Container types (with fresh products such as fresh fruits and vegetables: choose cold cont: 20'RF, 40'RH depending on quantity; with general cargoes: choose dry cont: 20'DC, 40'DC or 40'HC for bulky goods) as well as regulations of import country (for instance, food products require food safety and inspection; wood products have fumigation) - Using direct voyage or transit via another port in terms of time and cost depending on the port of discharge - Choosing shipping line with appropriate freight (In cases of customers are used to use the services of a shipping line for their goods, sales staff reported the freight rate of this shipping line to customers.) Hanjin, OOCL, ZIM line have the strength on Europe and America routes Meanwhile Wanhai, Evergeen, NYK have advantages on the Asian route - Finding appropriate shipping schedule Based on these information sales staff of Dong Tai Company contact with the shipping line to ask freight quote and shipping schedules in order to choose the most suitable route and shipping line Based on freight quote of shipping line, staff of company calculates costs, gives customers price quotation and negotiates about the freight rate Step 2: Document preparation ii Pham Thi Dung - GMA02 Page22 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd - Sending booking request and receiving booking confirmation After customers accept the route and freight rate, on behalf of clients, document staff will send the booking request to booking department of shipping line or shipping agents After shipping line or its agents accepts the booking, they will send back booking confirmation (known as Booking acknowledgement or Booking note) Documentary staff also sends this booking confirmation to shipper Shipper will knows about shipping schedule and closing time in order to prepare cargoes packing and transport cargoes to port of loading before closing time on the booking confirmation In cases of customers send booking request by themselves and get the booking confirmation from shipping line, they will forward to sales staff to implementing the next steps In this step, sales staff also receiving documents from shipper including Commercial invoice, Sale contract, Certificate of origin (if any), packing list and shipping instruction - Receiving empty container release order Operation staff then will bring the booking confirmation to shipping line or its agents exchange Empty container release order Some shipping lines stamps directly on the booking confirmation while others collect and give operation staff new version Shipping line will deliver operation staff the number of seals corresponding to the quantity of containers Step 3: Choosing empty containers and transportation arrangement - Choosing empty containers Operation staff brings the booking confirmation, reference letter and identify card, then goes to the depot checking condition of empty containers under codes on Empty container release order Some carriers only record volume, type, size, empty pick up, laden drop-off on the booking note excepting the container codes In this case, operation staff brings booking note to management office at container depot to request for the empty container and check the status of the container Empty containers (both inside and outside) should satisfy following conditions: no hole, crack or bent on containers, clean and these containers meet the requirement of packing If these empty containers not meet above requirements, operation staff contacts with shipping line change to other containers and gets another Empty container release order After checking the conditions of empty ii Pham Thi Dung - GMA02 Page23 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd containers, operation staff takes photos of these empty containers (inside and outside) in order to send to customers or save as evident - Vehicle arrangement Based on the number of container, staff is in charge of vehicle arrangement of the company arranges trucks to deliver empty containers from container depot to stuff cargoes In case of lacking trucks, staff contacts with company providing truck transportation to rent trucks then delivers empty containers, packing list and seals to truck drivers Their task are receiving empty containers at the given depot of shipping line paying pick-up fee at management department at port then deliver empty containers to customer’s warehouse or specified places to stuff cargoes on the containers Shipper is responsible to stuff cargoes on the empty containers and then sealing containers Shipper invites representative of customs, quality certification authority to monitor the process of stuffing cargoes on containers After checking, customs officer record the results After container are sealed, truck driver bring packing list, a copy of Empty container release order to the required port, pay drop-off fee to get Equipment Interchange Receipt (EIR) and deliver containers to container yard under guidance of port staff at CY before closing time Step 4: Custom procedures - Customs declaration Based on the documents (including commercial invoice, packing list, sale Contract and others) receiving from customer, documentary staff conducts customs declaration on the ECUS5 software Documentary staff imports data including name of consignee and consignor, type and quantity of cargoes, number of sale contract, importing country and exporting country, details of containers (type, quantity, seal and condition), port of loading and port of discharge, method of payment, and others After having completed importing data on this software, documentary staff checks again all information and then submits Custom office will grant through the e-customs data processing system a registration for the e-customs declaration and channel it in one of the following forms: - ii Green channel: the clearance of exported goods is done without checking documentations and actual goods Pham Thi Dung - GMA02 Page24 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd - Yellow channel: documentations are examined before permission for customs clearance of goods - Red channel: exported goods must be checked in detail documentations and the actual goods There are three levels checked in the red lane: check the whole shipment, 10% shipment, 5% of shipment Based on the channel of customs declaration, forwarder prepares documents for customs clearance at customs offices - Customs clearance for goods: Forwarder prepares documents for customs clearance at customs offices including the following documents: + The e-customs declaration of export goods: + Reference letter of shipper: + Packing list: + Commercial invoice: + Sale contract: For goods in the green channel: Customs officer checks then print out new ecustoms declaration or stamp the e-custom declare document For goods in the yellow channel: Customs officer checks the documents If the documents have no problem, the documents will be stamped by leader of customs department For goods in the red channel: Customs inform forwarder about place and level of examination with shipment in red channel After checking documents and goods have no problems, Customs officer writes on paper to confirm goods are the same with information declared before When examination is completed, Customs officer stamp on the customs declare documents After that, shipper pays Customs clearance fee for Customs office - Phytosanitary and fumigation (if any) In case of shipments are required phytosanitary inspection, shipper has to inspect cargoes as regulation according to Official Dispatch No 2316/TCHQ on March 2014 about exemption a phytosanitary for exported cargoes that issued by ii Pham Thi Dung - GMA02 Page25 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd the General Department of Customs Forwarder, on behalf of exporter, preparing the following documents: + Good inspection registration form: + Reference of letter: + Commercial invoice: + Packing list: + Export certificate from relevant authorities depend on the material of exported goods: (Export certificates include Certificate from Food and Drug Authority, Certificate from Ministry of Agriculture for crops, Certificate from Ministry of mines for minerals, Certificate from Ministry of Natural Resources) Forwarder delivers all above documents to inspection association’s staff for checking, and receives one form of good inspection registration After completing register good inspection, forwarder pays registration fee After 24 hours from registration time, forwarder brings documents including registration, reference letter to the port and implements the process of inspection at port Shipments are inspected with the observation of forwarder, staff of Phytosanitary agency and forwarder of port Once completing the process of good inspection, forwarder receives Phytosanitary Certificate from Phytosanitary agency consists of three forms (1 original and two copies) In case of wooden packing material used should be fumigated, forwarder registers fumigation for the shipment at fumigation agency and pay charge When goods are transported to the port, forwarder registers with the post (same as phytosanitary inspection) and conduct the process of fumigation When the fumigation of wooden packing material is completed, the goods will be re-inspected by the expert to ensure the fumigation is effective After that, the fumigation certificate is issued by the accredited fumigation agencies where required Step 5: B/L collection After customs clearance, forwarder deliver Equipment interchange receipt (EIR) and clearance customs to shipping line before closing time to implement export procedure When the containers have been loaded on board, forwarder submits shipping instructions to the shipping line via mail then receive back a draft ii Pham Thi Dung - GMA02 Page26 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd copy of bill of lading for checking If B/L is correct, forwarder confirms it In case of B/L is required amendment, forwarder mark the amendment details on the B/L copy and return to shipping line When the draft is approved and prepaid local charges is payable, shipping line issues original B/L or surrendered B/L Step 6: Documentary transfer and payment After receiving B/L, forwarder arranges documents (including B/L, packing list, commercial invoice, sale contract, phytosanitation certification, fumigation certification (if any) then accountant send payments request to the clients in advance (it calls debit note consisting of shipping fee, customs fee and other fee) Director signs and stamps on the debit note After client paid, company will sent all needed documents via express service ii Pham Thi Dung - GMA02 Page27 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd CHAPTER 3: RECOMMENDATIONS TO IMPROVE FREIGHT FORWARDING PROCEDURE FOR EXPORTING FCL CARGOES IN DONG TAI GLOBAL LOGISTICS AND TRADING CO., LTD 3.1 Strengths and weaknesses 3.1.2 Strengths Dong Tai Global Logistics and Trading Co., Ltd operated in the services sector, personnel is one of the important factors The company has an employee team of young, dynamic with the work and always take care customer satisfaction In addition, staffs have a professional and efficient working style They always try to solve tasks quickly when there are any feedbacks from customers and stakeholders Therefore, the company has always been trusted by partner and customer Working environment is an important factor affecting job performance and decision factor is the leader of the company In Dong Tai Global Logistics and Trading Co., Ltd, managers are friendly, enthusiastic and encourage employees to promote their own abilities, create good relationships at work Tasks are assigned clearly Thus the relevant information such as schedules of carriers; policies and procedures of each geographical region has always been monitoring fully and accurately Dong Tai Global Logistics and Trading Co., Ltd has many partners concentrated in the North of Vietnam Therefore, the company's services are spread at the North, creating the network of transportation to serve a large numbers of clients General, Dong Tai Global Logistics and Trading Co., Ltd established over years Although the period of operation is quite short, the company has gained profit which has increased greatly Moreover, Dong Tai Global Logistics and Trading Co., Ltd also has long-term plans to improve human resources, expanding markets, expanding customer ii Pham Thi Dung - GMA02 Page28 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd 3.1.2 Weaknesses However, besides that there are still some cons in steps of freight forwarding for exporting cargoes: a) Delay in receiving the documentation Delays in the completion of documents have been becoming a matter of concern Mistakes and working ability of people are in charge of document arrangement become mainly causes The main causes of delay come from: - The exporter sends a lack of necessary documents requested - The errors in the information in documents - Delay in communication between staff at port, customs and other agencies - When receiving the documentation does not examine carefully information - Delays due to post office services in case of sending original documents The subsequence tasks of freight forwarding of exported cargoes are belonging to documents Therefore, once there are delays in documents, the subsequence tasks will be affected b, Missing document During the documents preparation or conducting freight forwarding process, documents are transferred from shipper through post office When the documents get loss, it causes freight forwarding delay, in case the original documents are not reissued, possibly causing the whole shipment cannot exported then causing damage to the company c) Mistake in electronic customs declaration Declarations and customs clearance procedures for shipments are the works affect time of delivery an export shipment With a shipment custom procedure can be taken a half of a day or a day depends on whether cargoes have to be inspected or not and the time of inspection The main reason is declarer implements electronic customs declaration in wrong way Because almost staffs at Dong Tai Global Logistics and Trading Co., Ltd are still young, the experience in the customs declaration is still lacked Because of lacking staffs in the process of customs declaration, mistake in electronic customs declaration cannot be avoided ii Pham Thi Dung - GMA02 Page29 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd d) In the transaction, company has never been consider carefully some factors such as the level of safety in transport, flexibility in solving the problems that arise, the suitability of vehicle tonnage compared with the volume, the actual weight of goods to be transported In Vietnam, there are many companies have been operating in the same field with this company; the company has been always in intense competition situation from rivals e) Preparation issues of transportation mode Sensitive products such as vegetables, meat, frozen fish, forwarders must be paid attention to the work of transportation and temporary temperature preserved during transportation Like dry consignments, with consignments hygroscopic properties as this cloth is imported and the transport process to ensure preservation standards humidity f, Document transfer and payment Company will transfer documents to clients only if they pay all charge as the contract However, this lead to delay in transfer documents that effect seriously to clients as well as consignee in port of discharge g, Having no standard time sheet for each step of the process yet Because of having no standard time sheet for each step of the process yet, there is o pressure for staffs to their work with the best efficient 3.2 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Logistics and Trading Co., Ltd From the process of internship in Dong Tai Global Logistics and Trading Co., Ltd, it is clear that the company had many useful strategies to develop company However, some disadvantages which exist need to be resolve Therefore, I would like to suggest some solutions to improve freight forwarding, such as:  Resolve to the delay in preparing the documents Based some causes of delay in documents as focused before, some suggestions are following: - ii When company receives documents from clients, staff should check carefully the accuracy and completeness of the information of documents Pham Thi Dung - GMA02 Page30 Recommendations to improve freight forwarding procedure for exporting FCL cargoes in Dong Tai Global Logistics and Trading Co., Ltd - Staff need to check and compare some documents together, if there is a discrepancy between information on documentation, staff should find out the reasons caused the deviation, simultaneously contact the exporter  Resolve to miss documents In the time of preparing document, staff of Dong Tai Global Logistics and Trading Co., Ltd should be store documents carefully Documentary staff should divide documents by types of cargoes or name of shippers Generally, in last months of year, the quantity of shipment is greater than the begin of the year Dong Tai Global Logistics and Trading Co., Ltd, documentary staff have to conduct many shipments at the same time Therefore, documents should be numbered in order to avoid mistakes and find data The information of all shipments should be monitored and checked by a staff is in charge of managing information of shipments  Resolve mistake in electronic customs declaration Dong Tai Global Logistics and Trading Co., Ltd should implement more efficiently training to improve the quality of human resources Therefore, the company should implement well as the following: - Rearranging management staff + Enhanced recruitment of new workers with higher professional qualifications + Create favorable conditions for officers and employees in the company to participate in training, improve professional skills such as: Strengthening the workers were sent to learn the business part-time job at the workshop; new recruit skilled workers experienced workshop manager, direct management and guidance, mentoring at the workplace to increase work efficiency and mutual learning experience - Arranging labor specialized work properly trained to unleash job performance of employees - Adding wage policies to attract skilled employees, technical workers to work in the company  Improve efficiency in vehicle arrangement for shippers ii Pham Thi Dung -
