MỞ ĐẦU Lý chọn đề tài Liên hợp quốc (LHQ) tổ chức trị quốc tế lớn giới Hội đồng Bảo an (HĐBA), với trách nhiệm hàng đầu việc giữ gìn hồ bình an ninh quốc tế, quan LHQ đưa định có tính ràng buộc tất quốc gia Bởi đặc điểm mà HĐBA coi quan quyền lực LHQ quốc gia coi việc bầu làm ủy viên không thường trực (UVKTT) HĐBA hội vinh dự, góp phần nâng cao vị trường quốc tế Các vận động tranh cử vào HĐBA thường căng thẳng liệt Nếu quốc gia coi việc trở thành thành viên LHQ mục đích quan trọng tham gia vào quan hệ trị quốc tế việc đảm nhiệm vị trí UVKTT HĐBA cho mục tiêu khó khăn vinh dự thành viên LHQ Sau trở thành thành viên LHQ năm 1977, lực củaViệt Nam tăng lên qua hai mươi năm tiến hành công đổi Tích cực thực đường lối đối ngoại rộng mở, đa dạng hoá, đa phương hoá quan hệ quốc tế tinh thần Nghị Đại hội Đảng lần thứ VIII (1996), Việt Nam đạt thành công lớn LHQ bầu vào vị trí UVKT HĐBA nhiệm kỳ 2008-2009 Sự kiện dấu ấn quan trọng thập kỷ quan hệ Việt Nam – LHQ, đồng thời đỉnh cao trình hội nhập, tham gia đóng góp tích cực, có trách nhiệm tổ chức quốc tế đa phương khu vực Kết kinh nghiệm hoạt động Việt Nam HĐBA không khẳng định đắn đường lối đối ngoại Đảng Nhà nước mà cịn đóng góp học
