SOCIAL PROTECTION TERMS Preface In implementing the Party and State guidelines on developing a social protection system that is relevant to the different stages of socioeconomic development, the Government of Viet Nam mandated the Ministry of Labour, Invalids and Social Affairs (MoLISA) to draft the Social Protection Strategy 2011-2020 In the process of drafting the strategy, MoLISA experienced difficulties due to disparate understanding of social protection terms among scholars, research and policy-making agencies in this area This glossary was developed to establish a common understanding of social protection terms and to facilitate the implementation of social protection policies as well as the Social Protection Strategy 2011-2020 It was co-produced by the Institute of Labour Science and Social Affairs (ILSSA) and the Support for Poverty Reduction Project, which is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and run by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH During the drafting process, ILSSA and GIZ consulted relevant domestic and international agencies, reviewed legal documents, and referred to reliable international information sources to select and present the most commonly used social protection terms The glossary comprises three parts: Part features a graph illustrating the social protection system in Viet Nam that gives readers an overview of the relationship between the main pillars of Viet Nam’s social protection system and relevant policies/ programmes The graph also describes the orientation of the development of Viet Nam’s social protection system, which is laid down in the Social Protection Strategy 2011-2020 Part lists nearly 200 social protection terms in Vietnamese alphabetical order with the corresponding English translation Part presents an index of English social protection terms to help English-speaking readers look up the terms listed in Part Although ILSSA and GIZ have invested great effort in selecting the social protection terms in this glossary in consultation with the relevant domestic and international agencies, this list is not (women) and 55 years (men) for those who have worked at least 15 years in hard, harmful and hazardous professions as listed by the Ministry of Health and the Ministry of Labor, Invalids and Social
