lập năm 2004 gồm 10 tỉnh Kon Tum, Gia Lai, Đắk Lắk, Đăk Nông (Việt Nam), Sekong, Attapeu, Saravan (Lào) Stung Treng, Rattanak Kiri, Mondul Kiri (Campuchia) Xây dựng phát triển khu vực Tam giác biên giới ba nước Campuchia Lào - Việt Nam (CLV) sở Quy hoạch tổng thể kinh tế - xã hội ba Thủ tướng ba nước thông qua tháng 11 năm 2004 Viêng Chăn, Lào (sau gọi tắt Quy hoạch 2004) nhằm phát huy lợi tiềm năng, rút ngắn khoảng cách phát triển với vùng, khu vực khác nước nội dung quan trọng chương trình hợp tác ba nước Trong năm gần đây, trước bối cảnh kinh tế quốc tế khu vực có diễn biến phức tạp ảnh hưởng tới trình phát triển kinh tế nước xu hội nhập kinh tế quốc tế khu vực ngày sâu rộng với lộ trình thực cam kết quốc tế ba nước trở thành thành viên WTO Song quan tâm đặc biệt thông qua Hội nghị cấp cao ba Thủ tướng Cuộc họp Uỷ ban Điều phối chung ba nước TGPT CLV hàng năm, với tốc độ tăng trưởng kinh tế cao nước, Khu vực TGPT ba nước có thay đổi nhanh chóng theo chiều hướng tích cực so với Quy hoạch phát triển kinh tế - xã hội phê duyệt Bên cạnh cố gắng chủ quan nước, yếu tố khách quan, đặc biệt việc huy động nguồn hỗ trợ từ bên ngồi cịn chậm, khơng đạt theo lộ trình mong muốn có tác động định việc thực mục tiêu đặt Quy hoạch Tại Hội nghị Cấp cao ba nước Campuchia, Lào, Việt Nam lần thứ Viêng Chăn tháng 11 năm 2008 Thủ tướng Chính phủ ba nước yêu cầu cập nhật, điều chỉnh Quy hoạch TGPT Tại Hội nghị Ủy ban Điều phối chung ba nước TGPT Đăk Lăk ngày 21-22 tháng 12 năm 2009, ba nước trí bổ sung tỉnh Bình Phước (Việt Nam), tỉnh Kratie (Campuchia) tỉnh Champasak (Lào) vào TGPT Campuchia - Lào Việt Nam Báo cáo Quy hoạch tổng thể phát triển kinh tế - xã hội khu vực TGPT thông qua năm 2004 chủ yếu định hướng đến năm 2010, dự báo tăng trưởng, cấu kinh tế định hướng phát triển ngành, lĩnh vực, tổ chức lãnh thổ, dự án ưu tiên đầu tư đến năm 2020 xây dựng Đây nội dung việc điều chỉnh bổ sung quy hoạch khu vực TGPT lần Báo cáo rà soát, điều chỉnh, bổ sung Quy hoạch TGPT GIÁC PHÁT TRIỂN Khu vực Tam giác phát triển gồm 10 tỉnh (theo QH năm 2004) Tam giác phát triển khu vực biên giới ba nước Việt Nam, Lào Campuchia ba Thủ tướng Chính phủ định thành lập năm 2004 gồm lãnh thổ 10 tỉnh có đường biên giới có liên quan đến khu vực biên giới chung ba nước Kon Tum, Gia Lai, Đắk Lắk, Đăk Nông (Việt Nam), Sekong, Attapeu, Saravan (Lào) Stung Treng, Rattanak Kiri, Mondul Kiri (Campuchia): Kratie tỉnh nằm khu vực Đông Bắc Campuchia, tiếp giáp với tỉnh Stung Treng Mondul Kiri (Campuchia) tỉnh Bình Phước (Việt Nam) TGPT Diện tích tỉnh Kratie 11.094 km2, dân số 324,9 nghìn người (năm 2009), mật độ dân số 29 người/km2 - Tỉnh Champasak (Lào): Champasak tỉnh nằm phía Nam CHDCND Lào, tiếp giáp với tỉnh Saravan, Sekong, Attapeu (Lào) tỉnh Stung Treng (Campuchia) TGPT CLV, tỉnh Champasak tiếp giáp với Thái Lan phía Tây Diện tích tỉnh Champasak 15.350 km2, dân số năm 2009 644,8 nghìn người, mật độ dân số 42 người/km2 - Tỉnh Bình Phước (Việt Nam): Bình Phước tỉnh thuộc vùng Đơng Nam Bộ Việt Nam, tiếp giáp với tỉnh Đăk Nông (Việt Nam) tỉnh Kratie, Mondul Kiri Campuchia TGPT Diện tích tỉnh Bình Phước 6.874 km2, dân số trung bình năm 2009 877,5 nghìn người, mật độ dân số 128 người/km2 Tổng hợp Tam giác phát triển gồm 13 tỉnh Khu vực TGPT đến gồm 13 tỉnh, với tổng diện tích tự nhiên 143,9 nghìn km2, dân số trung bình năm 2009 6,7 triệu người, mật độ 46 người/km2 TGPT có vị trí chiến lược ba nước trị, kinh tế, xã hội mơi trường sinh thái Thông qua hành lang kinh tế dọc theo trục quốc lộ 78 (của Campuchia) 18, 16 (của Lào) nối với quốc lộ 14, 19, 24, 49 (của Việt Nam) nối toàn khu vực với cảng biển Việt Nam Đồng thời qua trục quốc lộ (của Campuchia) 13 (của Lào) nối khu vực với Phnôm Pênh Viêng Chăn; qua trục quốc lộ 1A, đường Hồ Chí Minh nối khu vực với Hà Nội thành phố Hồ Chí Minh Đây điều kiện thuận lợi để ba nước mở rộng giao lưu liên kết phát triển kinh tế - xã hội TGPT khu vực có nhiều dân tộc sinh sống (tại tỉnh Campuchia có 31 dân tộc, tỉnh Việt Nam khoảng 40 dân tộc, tỉnh Lào có 15 dân tộc) TGPT vùng cao nguyên rộng lớn, nhiều tiềm chưa khai thác; nơi đầu nguồn nhiều sơng có vị trí quan trọng mơi trường sinh thái quốc phòng an ninh nước II THỰC TRẠNG TĂNG TRƯỞNG VÀ CHUYỂN DỊCH CƠ CẤU KINH TẾ VÀ SO VỚI QUY HOẠCH 2004 Tăng trưởng chuyển dịch cấu kinh tế - Kinh tế khu vực TGPT có bước tăng trưởng cao so với tốc độ tăng trưởng bình quân nước so với quy hoạch Mặc dù chịu ảnh hưởng khủng hoảng kinh tế toàn cầu năm 2008-2009, kinh tế toàn khu vực TGPT giai đoạn 2004-2009 có tốc độ tăng trưởng Các tỉnh Tây Nguyên Việt Nam TGPT đạt tốc độ tăng trưởng kinh tế 13%/năm (tổng hợp từ số liệu thống kê tỉnh) Xem xét tổng thể nước, giảm phần tính trùng tỉnh, tốc độ tăng trưởng kinh tế đạt bình quân khoảng 10%/năm Các tỉnh Campuchia Lào đạt
