period of 2011-2015 PREFACE The reason to choose the topic In front of violent competitive market, each member must have ready preparation with effective strategies for sustainable development and existence An enterprise with right and suitable trading strategies can base on internal resources to make use of opportunities from external environment or avoid risks and limit weaknesses then it can have enough competitiveness to stand tall within the market; Con River Sugarcane Joint Stock Company is a State-owned enterprise which has been transferred into the form of joint stock company then it can get more difficulties and challenges then before without State’s protectionism Con River Sugarcane Joint Stock Company must try its best to keep market share and development; and this is the reason that makes our group decide to choose the topic “Development strategy in Con River Sugarcane Joint Stock Company for the period of 2011 to 2015" as the capstone project Purposes and significances of the topic Purposes: Applying studied theory together with realistic analysis to give effective development strategies for Con River Sugarcane Joint Stock Company from present until 2015 Significances: based on scientific basis, such assignment is made with the expectation to contribute effort to the company’s development within working area of a group member and the development based on attraction of strategies we can draw the following conclusion:  ST strategy: chosen strategy is: - Product diversification strategy with total attraction point of 165 75 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 - Promotion for product consumption and market share increase strategy has total attraction point of 156 Therefore, we choose product diversification strategy because of higher total point and good infrastructure including factory to process fertilizer near factory for squeezing sugarcane then product diversification can include sugar product diversification (Re sugar, white and yellow sugar, form of packing, ) and diversification of pre-sugar products such as fertilizer, gasoline…which is the urgent demand to increase revenue and profit  WO strategy: chosen strategy is: - Strategy to develop sugarcane material zone with total attraction point of 166 - Strategy to increase production capacity and raise quantity with total attractive point of 160 Therefore, we can choose development strategy of sugarcane material due to higher attractive point; besides, due to sugarcane material cost occupying 55% cost price of sugar, then it can reduce sugarcane cost by developing materials, increasing productivity and quality of sugarcane which is the best way to reduce price of sugarcane and reduce cost, increase profit 3.3.3 Strategic content 3.3.3.1 Product diversification policy: - Sugar product diversification: currently, SJC has just produced white sugar (type and type 2) and yellow sugar with producing foodstuffs; currently demand of refined sugar is very high, especially at enterprises of producing milk, bakery…Then SJC needs to grasp such opportunity and invest in producing refined sugar - Diversification of packing: currently, sugar products of SJC mainly focuses on wholesale for traditional customers with rather high quantity, therefore packing of SJC has one only kind of 50kg/1packet To contribute to product diversification then packing diversification is necessary to approach more customers, SJC should pack many types: 50kg/1 packet, 1kg/1packet, 0.5kg/1packet, type of 50 packets x8g/1packet Besides, SJC must also improve samples of packing, label to increase aesthetic of sugar products, approach with consumers - Besides, sugar products of SJC must study and invest in equipments and technology for producing all kinds of pre-sugar products such as: honey, gasoline, alcohol, draught beer, cattle food, and especially Comic, Pitohoomon fertilizer and general fertilizer for sugarcane and fruit 3.3.3.2 Development strategy for material zone - Via analysis of chapter II we can see that in SJC, current sugarcane material can just meet about 50-60% factory’ capacity, then in the period from 2011 to 2020 SJC needs to expand sugarcane zone by operating and creating condition for farmers to transfer structure of other tree to sugarcane, by 2015 SJC has 5500 sugarcane to provide materials for factory; 77 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 - Apart from expanding area for expanding area for growing sugarcane, then company must increase average sugarcane productivity from 52ton/ha to 70ton/ha by 2015 3.4 Some solutions to implement strategy for the period of 2011- 2015 3.4.1 Solutions of investment:  To diversify products, SJC must urgently implement the following solutions: - Invest in new product packing line; - Design packing for company; - Invest in equipment to produce fertilizer; Procurement of machinery mainly for the production line of new products such as sugar packaging line with the other types of packaging and weight, alcohol production lines, power lines increases the production of fertilizer From now to 2015, no investment in sugar production line because this line is not operating at full capacity  To develop sugarcane material zone, SJC must invest in infrastructure: - Promote the progress of constructing irrigation channel system which belongs to Khe La dam to serve irrigation for sugarcane material zone At the same time, we must actively protect and grow forestry on top of hill to create water source, keep moisture for sugarcane of the hill - Invest in construction, improvement, raising farms of study, production of sugarcane in Con River Agricultural Company which can ensure enough sugarcane to provide production - Invest in building system of infrastructure and technical basis for developing materials including priority for project program to raise and invest 135km of sugarcane material system - Invested capital: SJC must focus and make use of supporting capital by attraction program to transfer tree and connect other invested programs of the 78 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 province and district; Besides, SJC also coordinates with district, commune to mobilize capital from people to enjoy in sugarcane, nurturing and plan 3.4.2 Solutions of human resources: There are four main problems of SJC personnel to solve salary structure, management of working quality, training and re-constructing labor force - Reward structure: as above analysis, SJC has paid salary lower than average level of common sector from 30-50% for managers We must solve such problems unless SJC will lose talent and skilled employees In term of salary and reward regulation: increase difference levels of salary, reward based on working effect between average and good employees; long term rights such as the right to buy stocks should be applied - Task quality management and assessment: the system of quality assessment is currently ineffective, with unconcerned norms and low quality SJC needs system to assess working effect based on standard of “SMART” (sustainable, measurable, accurate, realistic and time-bound) for each level; besides, company will increase salary and reward rate based on working effect - Training: very few training programs for high ranking mangers; managers with long term orientation must be organized to join in training courses and fulfill short term business administration program (mini MBA) to accumulate trading knowledge; After training, such managers can become targets of competitive opponents or other companies and SJC must have programs to make them reassured to work for a long time, increase salary and create good working environment for all ages of employees - Re-construct and re-organize labor forces: current productivity will be lower than opponents With regard to task of personnel, we must increase allowances for reward, salary, effective training and management and in short term, with existing labor forces of SJC, currently SJC should not recruit more employees in this period; such plan cannot solve completely labor productivity but will make SJC go nearer to standards of competitive opponents; 79 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 3.4.3 Solutions to rise of effect of using capital and asset Capital is the decisive and indispensable condition to any enterprise in current market economy; analysis of financial situation of SJC has indicated SJC to be active in construction, mobilization, using capital to raise effect, competitiveness With regard to fixed capital: raising effect of using fixed capital is to raise effect of using assets; SJC is producers of fixed capital which occupies more than 65 % in total asset in enterprise Therefore, effective using of fixed asset for trading activities then we can withdraw invested capital and reduce product price, increase revenue and profit; with the feature of enterprise of producing industry, high asset and product value SJC has focused on some following orientations to raise the effect of using assets: - Raise the qualification of using fixed assets in both of time and capacity - Well implement maintenance, repairing and periodic checking - Timely liquidate redundant and unused fixed assets to withdraw fixed capital used for new investment - Modernize equipments and machines - Implement methods to prevent risks in production and trading - Ensure enough production materials With regard to mobile capital: we need to look for resources to choose suitable and timely mobilization channel, which avoid the situation of capital waste or lack of capital and hinder trading activities as well as limit risks Financial analysis has shown that SJC is using long term loan which can make financial cost high and make product price as well as reduce competitiveness within the market Therefore, SJC should be flexible to look for supporting sources and other sources, as follows: - Banking loan: credit banking capital is the supplemented source but not constant resource to form up mobile capital: 80 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 - Issue stocks and bonds: this is channel to mobilize capital from shareholders for the purpose of development - Capital occupation: in fact, this is payable item for buyers and sellers to pre-pay and other payables; this can be considered as main capital mobilization but when using such capital company must not pay capital, however this is company’s capital to occupy temporarily; To mobilize timely and fully in trading, increase effect of using mobile capital, SJC should consider some problems: - Build up strategy to mobilize capital timely with reality of market and business environment in each period - Create trusts for supply sources by raising prestige, stable and suitable financial and payment norms, - Increase management task of receivables; limit occupied capital - Management of inventory, reduce cost for storing - Well organize consumption task to promote capital rotation rate Besides, analysis of chapter has shown that SJC has used capital unsuitably in using short term capital to support in long term; then SJC must have change alternative to use suitably to raise competitiveness 3.4.4 Solution of science and technique  Solution of variety: to ensure productivity of sugarcane, SJC can have the following solutions: - To ensure soon ripen rate of 35%, average of 40% and lately ripen of 25% SJC must extract cost; make fund for scientific and technical office to import new variety to multiply in farms; increase production rate of new varieties to replace old varieties with low quality - Expand area of growing sugarcane with high productivity and sugar content such as: VN84-4137, QĐ94-116, QĐ94-114, VĐ93-159, QĐ15, ROC10, ROC23, ROC24, F156, VL2, VL3, VL6, 81 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 - Based on land quality, climate condition, capacity and qualification for cultivation to arrange suitable varieties  Solutions of cultivation techniques: to make sugarcane have high quality and quantity, SJC must support farmers to implement cultivation solutions: - Increase area of land by machine to ensure the depth of cultivation, land, increase labor productivity, ensure season with equal density We must have solutions to increase from 65 – 75% area of growing sugarcane by machine; - Density for suitable cultivation; - Invest in expanding models of growing sugarcane with high technology (grow sugarcane with high technological process; each year, we can try to invest 10% area of growing sugarcane with high technology by 2015 and 30% area of growing sugarcane with high technology with 80 ton/ha Applying to water sugarcane, then this is the solution to increase productivity of sugarcane the most quickly; - Nurtured with full and balanced fertilizer especially focuses on organic, microbial fertilizer; general NPK; - Implement cultivation: grow beans such as soybean, green bean, and black bean in the first period to increase income for farmers, improve land, and keep moisture, limit grass to develop 3.4.5 Solutions to build sustainable relationships with sugarcane farmers: - Continue to provide contracted material sugarcane regularly with farmers in the region Promoting advocacy and shall sign a contract to supply raw sugarcane materials with farmers in the vicinity, including former farmers selling sugarcane to the T & L and Lam River - To mobilize farmers to purchase shares of the company and participate in activities such as participating in corporate management, joined the exchange sports, arts in the company 82 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 3.5 Schedule for implementation of the strategy: Schedule for strategies to make SJC become an enterprise with position in sugarcane sector and bring profit for the company, we can realize that SJC will have a lot of difficulties and challenges; then author group has some suggestions to ensure the success of SJC in implementation process as well as contribution to sustainable development of Vietnamese sugarcane sector In management of production, SJC must focus on management of production cost, especially cost for sugarcane, working productivity and allocate for 83 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 development and study; good cost management will reduce sugarcane price which is the important competitive advantage Sugarcane material area of Con River is a big economic region, which can bring high economic effect; in recent years, it has changed socio-economic profits of midland and mountainous region Nowadays, it has gradually integrated and defined advantage in market economy with many changes Therefore, it can meet many difficulties such as production consumption, trading capital….which can create condition for material area of SJC to develop and exploit all potentials within the area and bring high economic profit, we can have following suggestions: 1- Nghe An is one of centre places of sugarcane in Northern Central; it must suggest State to consider to invest and build a study institute of sugarcane in Northern Central to study agricultural sector, industry to process sugar, processing technology of sugar products….at the same time, it is the place for training technical cadres for the sector then gradually implement modernization, industrialization of sugar sector 2- Sugar production capacity of our country has good quality which can meet the domestic demand of sugar; to create good condition for sugar factories to have stable development of agriculture and rural development; then State must have private policy for planting, priority for sugarcane 3- Con river sugarcane material area is the midland area, mountainous area then traffic system for travelling and transporting is very difficult; It will suggest with the State to invest and build up traffic lines via districts, internal traffic line; it will suggest Financial Ministry to deduct 5% sugarcane price to repair traffic road; 4- It depends on households, area for growing sugarcane to decide to establish cooperatives to grow sugarcane If so, each village should establish a cooperative that has legal status as the owner contracts with qualified, reputed to run the job 5- Sugarcane material is the important problem which has significances for factories to produce sugar; currently the State has policy to build up a series of 84 Development strategy of Con River Sugarcane Joint Stock Company for the period of 2011-2015 sugar factories then before building factories, it must care for building material zone Conclusion: Implement policy of Party and State in arrangement, renovation and raising effect of enterprise to form economic units with strong financial capacity within the area, high competition and prestigious brand name, SJC must well study general strategy by 2015, orientation in the coming years, out of which production and trading of sugar is the essential trading sector, at the same time implement diversification of suitable sector In the background of Vietnamese enterprises to integrate widely into market economy to require enterprises for fast innovation, ready receiving and applying many knowledge, experiences of management method; enterprise structure can be ensured effective production and trading, increase domestic and regional competitiveness; the period of 2010 – 2015 is the one that SJC must focus on consolidating and developing sugarcane material to ensure enough material for production by 2015 at the same time, we must diversify products to develop more customers group; build up and develop material resource – it is one important content which can decide existence and development of a factory to process agricultural products in general and factory of processing sugarcane in particular Author group must show gratitude to the helps of divisions as well as leaders of Con river sugarcane joint stock Company which has created good condition for us to penetrate into reality, learn to know trading reality of company and
