Anderson/Oconee Behavioral Health Services 10th Judicial Circuit Alcohol Enforcement Team FY09 Year-End Report Submitted by Kirsten Abderhalden July 2009 Alcohol Enforcement Team For the 2009 fiscal year, Anderson Oconee Behavioral Health Services was the lead agency for the 10th Judicial Circuit, Kirsten Abderhalden was the AET Coordinator, and the following law enforcement agencies participated in AET efforts: Agency Anderson City PD Anderson County Sheriff’s Office Belton PD Iva PD West Pelzer PD Williamston PD Salem PD Seneca PD Oconee County Sheriff’s Office Walhalla PD Westminster PD Number of Officers 14 1 12 Meetings and Trainings Three AET Coordinators’ meetings were held in Columbia and one was held in Myrtle Beach at the Drugs of Abuse Conference Monthly AET planning meetings were held in Anderson and Oconee OJJDP National Leadership Conference - Nashville TN - August 20-23, 2008 The AET Coordinator attended the conference Drugs of Abuse Conference - Myrtle Beach - December 1-4, 2008 The AET Coordinator attended the conference AET Training - Clemson University - February 25-26, 2009 Five officers from Anderson County and nine from Oconee County attended the 2-day AET training which included a mock Party Dispersal and a Bar Check/Fake ID training the evening of the 2nd day Seventeen officers from Pickens County and seven from the prevention and education fields also attended the training Social Networking Training – Columbia – May 8, 2009 The AET Coordinator attended the training Compliance Checks Anderson Attempts Buys Buy-rate July 108 13 12.0% August 30 16.6% Sept 29 13.8% Oct 24 16.6% Nov 33 21.2% Dec 0 0.0% Jan 0.0% Feb 30 0.0% March 19 10.5% April 14 21.4% Dec 39 10 23.8% Jan 0 0.0% Feb 17 0.2% March 0 0.0% April 0 0.0% May 28 14.3% June 87 12 13.8% Total 411 55 13.4% Oconee Attempts Buys Buy-rate July 46 11 24.0% August 16 6.0% Sept 26 26.9% Oct 0 0.0% Nov 25 0.0% May 39 17.9% June 16 12.5% Total 224 41 18.3% The following tables and charts compare FY08 and FY09 and reveal the AET’s progress since July 1, 2007: Anderson 2008 2009 July n/a 12.0% August n/a 16.6% Sept 50.0% 13.8% Oct 34.8% 16.6% Nov 23.8% 21.2% Dec 19.1% 0.0% Jan 29.0% 0.0% Feb 38.4% 0.0% March 26.6% 10.5% April 13.0% 21.4% May 12.3% 14.3% June 0.0% 13.8% Total 25.5% 13.4% Oconee 2008 2009 July n/a 24.0% August n/a 6.0% Sept n/a 26.9% Oct 25.0% 0.0% Nov 25.4% 0.0% Dec 66.7% 23.8% Jan 33.3% 0.0% Feb 14.0% 2.0% March 29.4% 0.0% April 29.5% 0.0% May 12.2% 17.9% June 0.0% 12.5% The following tables and charts demonstrate the total number of compliance checks conducted and the buy-rate for FY08 and FY09 Compliance Checks Anderson Oconee 10th Circuit FY08 313 295 608 FY09 411 224 635 FY08 25.5% 22.3% 24.0% FY09 13.4% 18.3% 15.1% Buy-rate Anderson Oconee 10th Circuit Total 22.3% 18.3% Informants Informants for AET compliance checks were recruited by the AET Coordinator and participating law enforcement agencies Each informant completed an Undercover Confidential Informant (UCI) packet which includes a photograph and a copy of the informant’s driver’s license Some law enforcement agencies required additional documentation Informants were trained to tell the truth when asked questions and to show their own ID but otherwise not to initiate any interaction with the clerks/servers Informants received a $30 gift card from Anderson Oconee Behavioral Health Services for their efforts Gender Age Race Ethnicity Male Female 16 17 18 19 20 White Black Other Hispanic Non-Hispanic 19 22 15 12 40 1 40 Offenders Offenders who pled guilty paid a fine between $465.00 and $672.50 and were mandated by the magistrates to complete the DAODAS-approved merchant education class at Anderson Oconee Behavioral Health Services The ½ hour class costs $50 and must be completed within 60 days of sentencing If someone was charged a second time with Sale to a Minor, they were sentenced to pay not less than $672.50 and to repeat the merchant education class Merchant Education AOBHS provided a DAODAS-approved merchant education class, the Palmetto Retailers Education Program (PREP), for clerks/servers who violated underage drinking laws and for those who voluntarily wanted to take the class The class was offered once a month in Anderson and once a month in Oconee In Anderson 28 clerks/servers/bartenders attended the class; in Oconee 47 attended the class Party Dispersals In Anderson, 13 party dispersal operations were conducted At of those events the following charges were made: Juvenile Referrals Minor in Possession 26 Transfer of Alcohol to a Minor Possession of Fake ID Public Intoxication In Oconee, six party dispersal operations were conducted At of those events the following charges were made: Juvenile Referrals Minor in Possession 15 Transfer of Alcohol to a Minor Simple Possession Public Disorderly Conduct 15 Public Safety Checkpoints The AET assisted the LEN with three Public Safety Checkpoints Five underage alcohol cases were made
