Vietnam economy has positive transformation, in accordance with the world’s development All aspects of the economy have stronger and more adventurous steps and have gained certain achievements Banking is one of the top aspects for the positive changes Every year, banking system plays an important role in development of not only service industry but also the whole economy In the past few years, Vietnam’s market has become more and more eventful, especially after Vietnam took part in the World Trade Organization- WTO As a result, trade exchange between Vietnam and other countries is strengthened, which pushes exchange demand up and leads to development of banking system As one of the biggest banks of Vietnam, Vietnam BIDV with its widespread branch system, including Hanoi BIDV branch has always made effort as pioneers In the process of international economy integration, with the outburst of science technology, demand about capital has increased significantly Capital plays an important role in business activities of commercial banks Capital mobilization is key mission as well as basis for commercial banks to implement their business activities Therefore, enhancing effectiveness of capital mobilization is considered as critical requirement for existence and development of commercial banks Acknowledging this matter, in recent time, Joint Stock Commercial Bank for Investment and Development of Vietnam Ha Noi Branch has focused on capital mobilization However, the fact has pointed out that in addition to achieved results, drawbacks and difficulties that decelerate effectiveness of capital mobilization have still existed From the perspective of this situation, I choose the topic “Some solutions for strengthening capital mobilization at Joint Stock activities and effectiveness in capital mobilization at Joint Stock Commercial Bank for Investment and Development of Vietnam, then express roles - and factors affecting to effectiveness of capital mobilization Assess overall activities of Joint Stock Commercial Bank for Investment and - Development of Vietnam and quality situation of capital mobilization at the branch Analyze based on logical basis about evaluation criteria for effectiveness of capital mobilization to find out reasons for quality situation of capital mobilization at the branch, then recommend some solutions for strengthening capital mobilization at the branch Scope of the study - Research object: capital mobilization at Joint Stock Commercial Bank for Investment and Development of Vietnam Ha Noi Branch - Research scope: • Research content: activities in capital mobilization of commercial banks under the effectiveness aspect • Research location: Joint Stock Commercial Bank for Investment and Development of Vietnam Ha Noi Branch • Research period: from 2014 to 2016 Methodology of the study The essay uses the following research methods: system method, analyzesummarize method, comparative Vietnam Ha Noi Branch 10 Ngô Thị Phương Nga CQ51/51.04 Graduation Thesis Academy Of Finance the situation of fierce competition in capital mobilization It is one of reasons why total amount of mobilized capital in 2016 did not increase strongly as it did in 2015 This slowdown points out that the bank needs to improve capital mobilization activities to push the growth rate and meet timely demand for capital for credit activity Secondly, marketing activities are not concerned When capital mobilization is deployed, participants are mainly the traditional customers of the branch while many new and potential customers not know about this The reason is that information about new products or services is not transmitted widely to them Finally, interest rate is not actually attractive In the competitive market as nowadays, interest rate plays an important role in attracting customers However, interest rate that BIDV offers is not actually attractive compared to other joint stock 2.3.1.1 Objective reasons Like many other business entities, business operations of commercial banks are governed by economic rules such as demand and supply rule, price rule and competition rule To survive, commercial banks have to compete with not only other banks in banking sectors but also other credit and financial institutions There are some objective factors from business environment, significantly affecting on fund mobilization activities of BIDV-Ha Noi branch • Cut throat competition Of course, competition is an unavoidable rule in the market economy and the integration trend With the development of modern society, commercial bank acts as an important financial institution In recent years, there is a boom in banking sector with the appearance of many banks and financial institutions BIDV-Ha Noi branch has made business strategy to attract customers and increase market shares Fierce competition from other banks financial market is an extreme threat to Maritime Bank, which obstruct its capital mobilization • Instability in macro economy The Vietnam’s economy is not stable, which has dramatically impacted on BIDVHa Noi Branch capital mobilization The inflation rate has been high for recent years, which reduces the real interest rate that residents get It influences depositor’s psychology • People’s habits and behaviors Even though banking services have gained popularity to public, not all people get used to with using banking services or get into habit of payment without cash Public elite tend to use cash in daily transaction rather than card or checks Besides, after serious financial scandals in banking system, people worry about safety and stability of banks They hesitate to deposit their money in banks Instead, they keep money in hand so as to avoid market risks and financial volatilities Thus, changes 47 Graduation Thesis Academy Of Finance in habits and behaviors of public are also responsible for difficulties in raising fund of BIDV-Ha Noi branch 2.3.1.2 Subjective reasons In addition to objective factors, subjective causes from BIDV-Ha Noi branch itself also restrict its capital mobilization capacity • Business strategies and policies Marketing activities are not highly effective The bank has not really paid attention to methods in advertising, researching customer’s demand and psychology Transaction process in some steps is prolix, which causes uncomfortable psychology for customers Methods of capital mobilization is not actually diversifiable, almost of them are traditional Service quality in capital mobilization still meets customer’s demand The development of the market requires banks to provide a diversifiable portfolio of related services In addition, it is necessary to provide detail consulting services for customers • Financial capacity Financial capacity determines the scale and growth rate of mobilized capital As a branch, BIDV-Ha Noi Branch’s financial health is not sound enough to enhance the efficiency of capital mobilization • Management competence Despite reforms in manners, BIDV-Ha Noi Branch’s management capacity is not really strong Moreover management policies of the bank are not effective and proper Due to weakness in management system, capital mobilization of BIDV-Ha Noi Branch is not efficient 48 Graduation Thesis Academy Of Finance CHAPTER 3: RECOMMENDATIONS 3.1 Some solutions for strengthening capital mobilization at Joint Stock Commercial Bank for Investment and Development of Vietnam Ha Noi Branch 3.1.1 Diversifying ways of capital mobilization and developing banking services Banks can not completely control the amount of their deposits, but it does not mean that banks cannot effect to the amount of deposits that they are keeping Because of the extremely importance of deposits and other source of capital for making profit, all banks tend to compete fiercely to attract a large amount of deposits Bank’s products, in particularly, as well as capital mobilization products, in generally, are easy to copy Nowadays, almost banks have capital mobilization products with the same nature such as payment deposits, term deposits, savings… To attract customers, every bank adds the traditional products new features and utilities with the aim of creating unique products Especially, at the time when banks use all strategies to attract customers, the most effective solution is diversifying ways of capital mobilization and developing many new ways beside traditional ways Each product has its typical features and can attract many different groups of customers Therefore, the more diversifiable the products are, the higher the ability in attracting many groups of customers is For products about saving deposits, in addition to ways of deposits mobilization which are being applied, the bank can apply new ways of mobilization such as installment saving deposits, retirement savings, education savings, rewards savings, savings in VND guaranteed according to the value of gold, savings in gold… These new ways are corresponding to the demand of every customer according to their purpose when sending money to the bank However, they are still new methods, so the bank has to have careful research and preparation as well as learn experience from other banks which used to apply these methods 49 Graduation Thesis Academy Of Finance Under the aspect of customer’s benefits, banks need to behave to customers sending money as equally as those who borrowing money, based on the agreement mechanism For example, regulations for term deposits such as sending once, paying capital and interest once, withdrawing before maturity but not withdrawing partly… may be only suitable with some customers, but they are not certainly suitable with other customers who have diversifiable income, expenditure and demand For the long term, banks must to get the objective: any individuals, organizations that have idle money can find out some suitable methods of capital mobilization with their desires BIDV- Ha Noi branch always has to diversify ways of capital mobilization, deploy and improve more the available products, for example increasing utilities for payment deposits and ATM cards Payment deposits or non-term deposits are source of capital with the lowest mobilization cost This is also the kind of deposit used widely in the context of the more and more developing economy The domestic competition about utilities attached with payment has become more and more clearly Therefore, to attract the maximum amount of this source of capital, BIDVHa Noi branch need to provide more for customers who are using and will use this product, for example: linking to supermarkets, big malls, opening places where ATM cards can be used Diversifying ways of capital mobilization can help BIDV- Ha Noi branch to exploit thoroughly the potential source of capital in the economy Then the bank can save costs and increase profit 3.1.2 Building suitable interest policies Nowadays, in the context of the liberalization of interest rate in Vietnam and fierce competition in the banking sector, especially price competition (through interest rate), almost commercial banks consider interest rate as one of the most effective tools in capital mobilization because for most customers when making deposits, especially in the long term, what they put the first attention to is interest rate Determining a suitable interest rate is a difficult matter because of the direct impact 50 Graduation Thesis Academy Of Finance of mobilization interest rate and lending interest rate on making profit for banks Mobilization interest rate is the main cost of banks They always desire to mobilize a source of capital with the cheap cost, so they always try to get the lowest mobilization interest rate This is contrast to customers Customers always prefer a mobilization interest rate which is as high as possible Therefore, the bank needs to build suitable interest policies to harmonize benefits between them and depositors Interest policies are adjusted suitably for each period and built based on the main basis: customers and the real situation of the bank The bank has to always supervise fluctuation of interest rate in the market Basically, interest rate is decided by supply and demand of capital in the market This is a basic advantage to ensure the active business for banks Nominal interest rate has to be higher inflation rate to ensure depositor’s benefit and lending interest rate has to be higher borrowing interest rate to ensure business effectiveness of the bank It is the reason why the bank needs to adjust flexible interest rate framework which is suitable with each group of customers For customers as enterprises, economic institutions, BIDV- Ha Noi branch needs to build and extent the relationship, actively promote and apply multi-level interest rate as well as offer discounts about the service fee… apply many different levels of interest rate for different enterprises so as to increase deposit balances for customers Interest rate that the bank offers also needs to ensure competitiveness with other commercial banks In addition to attract customers, the bank has to estimate risks and pay attention to the trend of interest rate in the market based on impacts of economic, social and political factors 3.1.3 Building effective customer care and access policies When diversifying capital mobilization products, the branch needs to simultaneously build effective customer care and access policies This is a decisive task for the success of capital mobilization strategies It has long term impact on capital mobilization activities of the bank Based on classification about groups of 51 Graduation Thesis Academy Of Finance customers as well as the analysis about customer’s demand and characteristics, the branch can build a suitable customer access policy When launching any capital mobilization product, the most important thing is to have an impressive advertising campaign for customers to know and join in (not only advertising products on mass media but also handing flyers to customers) Besides, there is always an available support department in the branch to respond customer’s questions about products and transmit product’s information more clearly with the purpose of stimulating customer’s demand Customer care after providing products is very significant It will make impression for customers on thoughtfulness and profession of the branch, which contributes to build a large amount of traditional customers for the bank in the future However, this is not concerned satisfactorily in not only this bank but also other commercial banks in Vietnam The reason can be that they have not the importance of this task in marketing the bank and another reason is the overcrowded amount of customers The followings are some recommendations for the branch in the customer care: • At the end of each period of principal and interest payment for customers, the bank should send the letter of thanks to customers On the occasion of Tet or holidays, the bank should send greeting cards to the traditional customers and those whose deposits are large • When deploying a new round of capital raising or launching a new product, the branch should have the wide propaganda in headquarter, transaction office, even post in newspapers and hand flyers to customers Moreover, investigating and probing customer’s comments about new products and services should be carried out (for example, handing questionnaire for customers to fill in at the transaction counter) • Apart from rounds of raising capital by rewards savings, the branch can still give the present to customers as individuals or organizations based on the amount of deposits 52 Graduation Thesis Academy Of Finance Although these things are small, they have the strong impact on customer retention because they express the bank’s concern for the customers To these, the branch should promote marketing activities 3.1.4 Training and enhancing professional qualifications of staff Banking activities are highly competitive activities The factor to create competitive edge is a mature team of staff having the ability to access new knowledge and modern banking technology, the ability to operate and implement banking activities professionally according to the economy’s requirements and the initiative in integrating international economy about finance- banking The branch can enhance professional qualifications of staff by organizing short-term professional training courses for young staff or tutorial classes when applying new products, stimulating and facilitating staff to enroll in training courses in the country and abroad to improve qualifications In addition, the branch needs to have specific strategies to attract talents There may be many different opinions in recruitment and using human resource in every bank and there may be many different recruitment criteria, but in generally, the main criteria are high professional qualification, good foreign language, broad understanding and vision, strategic relationships in the country and abroad Especially, people who have working experience in large international commercial banks, bilateral or multilateral international financial institutions related to the finance - banking sector are important human resource that the bank need Obviously, if the bank has excellent staff, especially leading staff according to the above criteria, the image of the bank will be changed in the direction of integration and development Recently, some commercial banks have conducted policies as above to attract talents And these new talents will continue build a new image for the bank as one of three main pillars: capital, information technology and human 53 Graduation Thesis Academy Of Finance 3.2 Some requests for implementing solutions for strengthening capital mobilization at Joint Stock Commercial Bank for Investment and Development of Vietnam Ha Noi Branch 3.2.1 Requests to the Government For the economy to enter the stable development trend, the Government should manage well macro factors The stable macro economy with healthy development is the most basic and important premise for the growth in generally and for promotion of the bank’s capital attraction in particularly Stability of macro economy associates with three objectives: monetary stability, inflation control and sustainable growth preservation In the recent years, sectors and levels have made effort to conduct measurements to maintain an acceptable inflation rate, ensure the positive real interest rate in order to stimulate residents to send money to banks The Government should continue to improve foreign investment environment, both direct and indirect investment, and should ensure that business right for foreign invested enterprises is extended respectively with commitments of market opening according to bilateral trade agreements Moreover, the Government should promote the financial market, create organic links between financial market segments and kinds, reduce negative impacts on the business and manufacture development of domestic enterprises in the context of turbulence in price of raw materials in the world market and inflation pressure in the domestic market Therein, it is necessary to pay attention to develop the stock market in the direction of build the legal environment which is more open about stock business and has the ability to mobilize directly source of capital from the public for enterprise development This contributes to reduce pressure about capital on the bank and the state budget It is the most important premise to connect Vietnam stock market with the one in the area It also has effects on supporting the domestic bond market development to early join in the international bond market 3.2.2 Requests to the Central Bank 54 Graduation Thesis Academy Of Finance With functions as an agency that manages and operates the banking system and the bank of commercial banks, the Central Bank plays an important role for business strategies as well as capital mobilization of banks The Central Bank with rational policies and proper operation methods will have positive impact on capital mobilization of commercial banks The Central Bank should build and perfect monetary policy synchronously; use tools of the monetary policy in the flexible way with the purpose of regulate the amount of money in circulation; implement the free interest rate policy associated with the market, which facilitates capital mobilization of banks Especially, the Central bank should finalize the normative document system related to capital mobilization Documents should be open, flexible and suitable with the fact and applied uniformly in banks The Central Bank should closely monitor fluctuations of the market, then propose and conduct careful and flexible monetary policies with the aim of stabilizing macro economy and promoting the economic development As requests to the Government, the Central Bank should continue researching to expand kinds of product, for example bonds, stocks that credit institutions issue… can be used for the open market deals The Central bank should facilitate co-operation and fair and equal competition among commercial banks, especially between State owned banks and joint stock banks 55 Graduation Thesis Academy Of Finance 56 Graduation Thesis Academy Of Finance CONCLUSION Capital is an essential element in any economy It is the fundamental of both business operations and economic development Shortage of capital may cause economic stagnation and recession Therefore, improving the efficiency of capital mobilization is a vital requirement for BIDV- Ha Noi in particular and Vietnam commercial banks in general Capital mobilization is a traditional and distinctive operation of commercial bank, which not only facilitates other business activities of commercial banks but also supplies capital for the entire economy Mobilized capital of commercial banks is a vital input factor in economic transfer process In the context of global economic crisis, raising fund has become a challenging task not only to BIDV- Ha Noi branch but also to Vietnam commercial banks Understanding the importance of mobilized fund, the graduation thesis: “Some solutions for strengthening capital mobilization at Joint Stock Commercial Bank for Investment and Development of Vietnam Ha Noi Branch” has mainly focused on these following aspects - Providing a general literal review of commercial bank and the capital mobilization of commercial bank - Based on analyzing the practical situation of fund mobilization at BIDV- Ha Noi, the research assesses the achievements, shortcomings and causes of shortcomings in raising fund at BIDV- Ha Noi - The dissertation also recommends some solutions and proposals to BIDV- Ha Noi as well as to the Government and SVB to improve the quality and efficiency of fund mobilization at BIDV- Ha Noi After finishing the thesis, the researcher hopes to make minor contribution to improving the fund mobilization of commercial bank The negative consequences of financial meltdown have caused many difficulties in fund mobilization of BIDV- Ha Noi but nobody can deny its relentless effort to overcome these challenges All these encouraging results that BIDV- Ha Noi has
