DỰ ÁN “HỖ TRỢ XÂY DỰNG CHÍNH SÁCH ĐỔI MỚI VÀ PHÁT TRIỂN CÁC CƠ SỞ ƯƠM TẠO DOANH NGHIỆP (BIPP) ĐIỀU KHOẢN THAM CHIẾU Vị trí A_01_06: Chuyên gia Chính sách khoa học cơng nghệ Quản lý giám sát Bối cảnh dự án Việt Nam đạt bước tiến quan trọng phát triển kinh tế - xã hội, bên cạnh thành tựu đạt được, trình tăng trưởng gặp phải vấn đề liên quan đến cạnh tranh quốc gia Sự tăng trưởng nhanh kinh tế Việt Nam kết ‘cú huých’, đạt nhờ động linh hoạt doanh nghiệp thuộc khu vực tư nhân mà khơng tồn Tăng trưởng theo hướng nhân tố theo hướng đầu tư phải nhường chỗ cho tăng trưởng theo hướng sáng tạo đổi với mức độ lớn trước muốn tiếp tục tăng trưởng muốn tăng trưởng đạt bền vững lâu dài Tuy nhiên, mức độ sẵn sàng cơng nghệ Việt Nam hạn chế yếu tố bất lợi tăng trưởng doanh nghiệp cạnh tranh Việt Nam Đây không vấn đề sử dụng, ứng dụng đáp ứng cơng nghệ mà vấn đề đổi sáng tạo, nghiên cứu phát triển, cần thiết cho việc phát triển kinh tế cạnh tranh bền vững Các sách Nhà nước khơng hồn tồn thành cơng việc khuyến khích thành lập tăng trưởng vườn ươm doanh nghiệp doanh nghiệp khoa học công nghệ (KH&CN) Tuy nhiên, số bên liên quan chủ chốt Chính phủ chấp nhận cần có thay đổi sách hỗ trợ hiệu từ phía Nhà nước cho trình ươm tạo doanh nghiệp trình độ hiểu biết chất cải cách số người thấp số người lại phản đối thay đổi Dự án “hỗ trợ xây dựng sách đổi phát triển sở ươm tạo doanh nghiệp (BIPP)” dự án hợp tác song phương 5-năm hai phủ Việt Nam Vương quốc Bỉ ký kết Dự án thiết kế nhằm cải thiện khung sách ươm tạo doanh nghiệp cơng nghệ: yếu tố cần thiết để nâng cao khả cạnh tranh doanh nghiệp Việt Nam Dự án hỗ trợ Bộ Khoa học Công nghệ tạo môi trường thuận lợi phù hợp cho việc thiết lập phát triển sở ươm tạo doanh nghiệp công nghệ khách hàng KH&CN sở ươm tạo Kết là, dự án tạo nên thay đổi khung sách pháp luật thông qua việc áp dụng thử nghiệm hai sở ươm tạo doanh nghiệp (một Hà Nội TP Hồ Chí Minh) hợp phần xây dựng lực thông qua Qũy InnoFund quỹ dùng để hỗ trợ công tác quản lý sở ươm tạo khác khách hàng họ khắp Việt Nam Thực tiễn tốt học kinh nghiệm đúc rút thông qua hệ thống theo dõi toàn diện kết đạt phản hồi vào việc xây dựng sách Dự án có kết dự kiến sau: Kết 1: Củng cố khung pháp lý hỗ trợ DNKHCN vừa nhỏ vườn ươm doanh nghiệp cơng nghệ Kết 2: Chính sách phát triển vườn ươm củng cố thông qua thí điểm hai vườn ươm doanh nghiệp cửa để xác định thực tiễn tốt rút học kinh nghiệm Kết 3: Chính sách phát triển vườn ươm củng cố thơng qua thí điểm Quỹ hạt giống Innofund hỗ trợ trình tiền ươm tạo ươm tạo DNKHCN vừa nhỏ tiềm để xác định thực tiễn tốt rút học kinh nghiệm Kết 4: Thiết lập vận hành khung theo dõi đánh giá để đảm bảo đạt kết dự án đưa vào q trình xây dựng sách Mục tiêu yêu cầu công việc Chuyên gia Chính sách khoa học cơng nghệ (KH&CN) Quản lý giám sát cung cấp hướng dẫn kỹ thuật chuẩn bị tất hoạt động cho Kết “Củng cố khung pháp lý hỗ trợ doanh nghiệp KH&CN vừa nhỏ sở ươm tạo doanh nghiệp (TBIs)” (Kết 1) Chuyên gia Chính sách KH&CN Quản lý giám sát chịu giám sát Điều phối viên dự án phối hợp chặt chẽ với Chuyên gia tư vấn quốc tế Chuyên gia Chính sách KH&CN Quản lý giám sát chịu trách nhiệm theo dõi tiến độ thực Kết Chuyên gia thực yêu cầu công việc sau: Lập kế hoạch, tổ chức triển khai quản lý hoạt động thuộc Kết Là đầu mối liên hệ ban QLDA với Chuyên gia tư vấn quốc tế cho Kết 1, điều phối giám sát chất lượng hoạt động dự án đồng đạo (với Chuyên gia tư vấn viên quốc tế) triển khai hoạt động Kết 1; Duy trì giám sát hoạt động Kết 1, triển khai hệ thống giám sát dự án BIPP liên quan đến Kết chuẩn bị/đệ trình báo cáo giám sát thường kỳ cho Điều phối viên dự án; Chịu trách nhiệm xây dựng TOR, giám sát chất lượng công việc chuyên gia tư vấn phạm vi Kết 1; Chịu trách nhiệm theo dõi hoạt động Dự án; Hỗ trợ Ban QLDA việc phối hợp với Chuyên gia tư vấn quốc tế (Kết 1) để xây dựng Sổ tay hướng dẫn thực dự án Yêu cầu báo cáo: Chuyên gia Chính sách KH&CN Quản lý giám sát báo cáo với Điều phối viên dự án Chuyên gia Chính sách KH&CN Quản lý giám sát thực báo cáo sau: Báo cáo giám sát định kỳ cho Kết theo kế hoạch giám sát hàng năm; Báo cáo giám sát hàng năm cho hợp phần theo kế hoạch giám sát hàng năm; Rà soát chuỗi kết dự án (Kết 1, 3) lần năm chuẩn bị luận giải trình thay đổi chưa thay đổi tạo nên chuỗi kết dự án (với hỗ trợ tư vấn viên quốc tế theo dõi giám sát) Báo cáo việc phân tích số liệu giám sát cho Kết tổng thể dự án Báo cáo liệu tác động tổng thể Dự án; Báo cáo thường niên tác động Dự án Trình độ học vấn kinh nghiệm: Có tốt nghiệp đại học, ưu tiên quản lý lĩnh vực công, công nghệ, kinh tế lĩnh vực tương đương; Có năm kinh nghiệm quản lý triển khai quan Nhà nước, chịu trách nhiệm phát triển doanh nghiệp KH&CN, quản lý vận hành sở ươm tạo doanh nghiệp, quản lý vận hành tổ chức có thành viên doanh nghiệp; Hiểu biết tốt văn bản, chiến lược, sách hành Việt Nam liên quan đến phát triển khoa học công nghệ, chuyển giao công nghệ ươm tạo doanh nghiệp; Có hiểu biết thực tiễn chuyển giao công nghệ, ươm tạo đổi sáng tạo; Ưu tiên người có kinh nghiệm làm việc dự án quốc tế Việt Nam Yêu cầu kỹ Nói viết thành thạo tiếng Anh tiếng Việt; Có kỹ hòa giải điều phối tốt; Hiểu biết tất khía cạnh chu trình quản lý dự án; Thành thạo phần mềm Word Excel; Có khả làm việc với áp lực, sẵn sàng làm việc ngồi cơng tác yêu cầu; Có kỹ xuất sắc truyền thông Thời gian làm việc: 30 tháng Bắt đầu làm việc từ tháng 12/2015 Địa điểm làm việc: Văn phòng Ban QLDA Hà Nội công tác thực địa lãnh thổ Việt Nam (English version) “SUPPORT TO THE INNOVATION AND DEVELOPMENT OF BUSINESS INCUBATORS POLICY PROJECT (BIPP)” TERMS OF REFERENCE Package No A_01_06: National Expert in Science and Technology (S&T) Policy and Monitoring Background Vietnam has made significant progress in its socio-economic development, but, despite these achievements, the growth process has encountered serious problems that threaten national competitiveness The rapid growth of the Vietnamese economy resulting from the ‘easy wins’ achieved by the dynamism and flexibility of its emerging private sector enterprises may no longer exist Factor- and investment-led growth must give way to innovation-led growth to a greater extent than in the past if growth is to continue and if that growth is to be sustainable in the long run However, Vietnam’s limited technological readiness is a significant negative factor for the growth of competitive enterprises in Vietnam This is not only in terms of the use, adoption and adaptation of technology, but also for innovation and research and development initiatives, which are critical for sustainable and competitive economic development Current State policies have not been entirely successful in encouraging the establishment and growth of business incubators and of S&T enterprises However, whilst the need for policy change and more effective State support for technology business incubation is accepted by some key stakeholders within the Government, there remains a low level of understanding of the nature of the required reforms amongst many stakeholders and some resistance to change amongst others The “Support to the Innovation and Development of Business Incubators Policy Project (BIPP) is a 5-year bilateral cooperation project signed between the Government of the Kingdom of Belgium and the Government of the Socialist Republic of Vietnam that has been designed to improve improve the policy framework of S&T business incubators , an essential element to enhance the competitiveness of enterprises in Vietnam The project will support the Ministry of Science and Technology in developing an appropriate enabling environment for establishment and growth of technology business incubators and their S&T clients The resultant changes in policy and legal framework will be field tested through two technology incubators (one in Hanoi and one in HCMC) and through a pilot capacity building fund (Innofund) which will support the management of other established incubators and their tenants throughout Vietnam Best practice and lessons learnt will be captured through a comprehensive monitoring system and the results fed back into further policy development The project has been designed with four results areas: Result 1: Enhanced legal framework for supporting S&T SMEs and TBIs Result 2: Incubator policy development enhanced through pilot testing with two one-stop shop TBIs to determine best practices and lessons learnt Result 3: Incubator policy development enhanced through the pilot operation of a seed fund (InnoFund) to support the pre-incubation and incubation of potential S&T SMEs to determine best practices and lessons learnt Result 4: A monitoring and evaluation framework is established and operated to ensure project results are captured and feedback into the policy development process Objectives and scope of assignment The national S&T policy and monitoring expert will provide technical guidance and prepare all activities under the result “Enhanced legal framework for supporting S&T Small and Medium Enterprises (SMEs) and Technology Business Incubators (TBIs)” (Result 1); Working under the supervision of the project co-ordinators, and in close collaboration with the international consultant S/he will also be in charge of the day to day monitoring of the progress on Result S/he will have following key responsibilities Planning, executing and managing all activities under Result (Enhance legal framework for incubation); Being the PMU liaison officer with the international consultant for Result 1, co-ordinating and supervising the quality of all activities and actions and co-steering (together with the international consultant) the implementation of all activities under Result 1; Maintaining oversight of all activities under Result 1, and operating the BIPP monitoring system with respect to Result and preparing/submitting regular monitoring reports to the project coordinators; Being responsible for developing the TOR, quality controlling the works of the consultants against Result 1; Being in charge of the overall monitoring of the intervention Supporting the PMU in co-ordinating with the international consultant (Result 1) in order to develop Project Operation Manual (POM) Reporting obligations The S&T policy and monitoring expert (Result 1) will report to the project co-ordinators S/he will provide the following reports: Regular monitoring reports for Result in accordance with the annual monitoring plan; Yearly monitoring reports for the results, in accordance with the monitoring plan; Reviews of the results chains (1, and on a cumulated basis) at least once per year and the preparation of evidence to justify changes or lack of changes made to results chains (supported by the international M&E consultant); Report on the analysis of monitoring data at both Result level and a portfolio level; Report on the cumulated impact data for the BIPP as a whole; Regular annual portfolio report on the impact of the BIPP Qualifications and experience University level education ideally related to public sector management, technology, economics or a comparable field; At least years’ experience in the management and operation of a state or parastatal organisation responsible for the development of science and technology enterprises, and/or the management and operation of a business incubator and/or the management and operation of a business membership organisation; Good knowledge of existing Vietnamese government policies, strategies and legislation relating to the development of science and technology, technology transfer and business incubation; Some knowledge of best practice in technology transfer, incubation and innovation; Previous working experience on donor-funded projects in Vietnam would be an advantage Required skills and competence Fluent in written and spoken English and Vietnamese; Diplomatic with good mediation, facilitation and co-ordination skills; Competent in all aspects of project cycle management; Very good hands-on knowledge of excel and word is essential; Able to work under stressful conditions and not objecting to overtime and field missions;
