www.boatshow.co.nz News Industrial Fishing Depletes the Bay Of Empty The governance of our marine fisheries is under increasing scrutiny because maintaining highly productive ecosystems has given way to transactional advocacy targeting every possible fish that can be justified Local depletion and inter-tidal reefs stripped bare sees coastal communities and Kaitiaki [guardians] crying out for effective restraints Clearly the current system is not working, and this is affecting us all Depleted fisheries and degrading inshore environments have an impact on all fishers’ catch, the enjoyment we get from walking along a beach swirling with life, and the legacy we leave for our next generations In the Bay of Plenty, Kaitiaki have been striving for acknowledgement and protections of their special places and values associated with the marine life that surrounds Motiti Island After an arduous court process, the Regional Council is now obliged to develop controls that will impact on fishing on several reefs around Motiti Island While the legal process is incomplete, this does highlight the complexity of achieving any meaningful change to managing our inshore marine environment As a nation, we have enabled 50 years of industrial exploitation of our fisheries in search of export dollars The bulk harvesting methods used have had an enduring, damaging impact on the benthic [seabed] environment The once-thriving regional fishing towns have all but disappeared, replaced by the Quota Management System, and remote landlords renting quota to fishers working for a minor share of returns The Bay has become so depleted that it is commonly referred to now as the “Bay of Empty” This is a crying shame, given the productivity of the past Some of this history was presented during the Rena wreck proceedings, where experts talked about the steady decline of the local hapuku fishery They presented newspaper accounts documenting early gamefishing feats, and even earlier Maori trading of fish, and catch data Many of the hard decisions required to restore abundance have been avoided by successive ministers, yet when we look out our windows, the evidence is clear to see Trawling is still the dominant fishing method and masses of scallops continue to be dredged from the seabed If we are serious about addressing the impacts of 50 years of bottom contact fishing in the Bay of Plenty, we need to more than just give lip service to maintaining the very habitat that our fish depend upon to survive and LegaSea is a public outreach initiative of the New Zealand Sport emerge into 2019, unscathed or with as little damage as possible, so to speak I “What, tinned cat food” I enquired? “Oh no,” said NoAnchor John “Whiskas sachets” was his reply, and to add justification he announced that they were top-notch chicken and gravy, to which I think I replied something along the lines of, “Oh right,” remembering he was the psychiatrist and I was not actually paying for this session 90 | NZ Bay Fisher have a good feeling with regards to the coming year and like many fisher folk (regardless of the level of experience), I have a number of personal achievements that I wish to “tick off the list.” I want to achieve a number of small but as yet unconquered challenges that through either sheer laziness or lack of confidence, have managed to become smothered by my own excuses This year will be different, and due to an enormous amount of behind the scenes groundwork, research and driven insanity, there may well be a number of revolutionary tackle items appearing from a lesser-known Kiwi tackle manufacturer to add to next year’s Christmas list It’s not often that I turn down an opportunity to launch Betsy with good company; however, whilst making a recent local delivery of home brew cider to my friendly, local psychiatrist, I agreed to have a brief paddle at low tide For some strange reason, I added that if I was not at the small kayak ramp at six, it indicated that I was somewhat indisposed and wouldn’t be coming Equally strange is that I’m finding it difficult to get anyone to accept free repeat orders of my mouth-watering thirstquenching cider Now for reasons of anonymity, I will just refer to my psychiatrist friend and fellow fisherman as John who by yet another strange coincidence, happens to have the exact same name in real life! As I had not been able to meet the six o’clock rendezvous at the kayak ramp, I caught up with John the next morning and he informed me that the evening was a huge success — and he had gone home with a number of snapper and kahawai for the smoker Since it was low tide, John had dragged his kayak across the sand and mud the one hundred or so metres to the edge of the channel, and then paddled out the remaining four metres and tied his kayak to an unoccupied permanent mooring between the various shapes and styles of craft I think from henceforth he will be referred to as “No-Anchor John.” No-Anchor John enthusiastically informed me that he had to endure a barrage of constant bites from the moment he had tied himself to the buoy, and in approximately four metres of slowmoving outgoing tide, had very quickly run out of squid bait owing to the number of bites from small, slightly under-size snapper that frequent the harbour at this time of year “It was fantastic,” he said “I had a bite every cast and returned so many small healthy-looking snapper that were only just under-size” True to form, he then threw the curve-ball at me and informed me that he was using cat food as burley Now when someone informs me that they are using cat food as berley, which I have to say is a very rare experience, rightly or wrongly, I immediately get an impression in my head of a can opener and a couple of tins of Go-Kat or some other house hold brand “What, tinned cat food” I enquired? “Oh no,” said No-Anchor John “Whiskas sachets” was his reply, and to add justification he announced that they were top-notch chicken and gravy, to which I think I replied something along the lines of, “Oh right,” remembering he was the psychiatrist and I was not actually paying for this session He then suggested that we both go out that very evening and have a go at a land-based session from the channel edge with the added advantage of not having to drag the kayaks out and he would show me how to fish, employing the cat food berley method Oh yes, I almost forgot to mention the fact that he was also going to show me his new land-based fishing bucket which he had picked up from the local op-shop under ferocious competition from an “old granny” (his words, not mine) who wanted it to store her dried dog food in I am pleased to announce that I can at last tick off my list landbased fishing cat food berley style, yet another first — and the new year being so young!
