XÁC ĐỊNH CÁC NGÀNH CƠNG NGHIỆP ƯU TIÊU TRONG CHÍNH SÁCH CÔNG NGHIỆP QUỐC GIA1 TS Vũ Thành Tự Anh Trường Đại học Fulbright Việt Nam Xác định ngành ưu tiên sách cơng nghiệp quốc gia 1.1 Quan niệm ngành công nghiệp ưu tiên Hỗ trợ nhằm phát triển ngành công nghiệp ưu tiên (target industries) cơng cụ sách phổ biến quốc gia thực thi sách cơng nghiệp Việc phủ hỗ trợ cách chủ động, chọn lọc có mục tiêu ngành ưu tiên ngụ ý khái niệm sách cơng nghiệp Mục tiêu sách thay đổi cấu sản xuất ngành công nghiệp ưu tiên, thơng thường ngành đóng vai trò trọng yếu, có tính lan tỏa có tiềm tăng trưởng cao (xem thêm phần bàn tiêu chí xác định ngành cơng nghiệp ưu tiên) Kể từ sử dụng cách rộng rãi vào thập niên 1970, phủ viện dẫn nhiều lý để biện minh cho cần thiết phải hỗ trợ ngành công nghiệp ưu tiên Thứ nhất, thất bại thị trường – cụ thể đầu tư mức tối ưu cho ngành cơng nghiệp phủ coi quan trọng – lý hàng đầu Thứ hai, đặc điểm chung tất quốc gia, đặc biệt quốc gia giai đoạn đầu cơng nghiệp hóa, khan nguồn lực Do đó, để sử dụng cách hiệu nguồn lực khan cần hướng vào lĩnh vực quan trọng, có tính lan tỏa tiềm tăng trưởng cao Nói cách khác, coi việc đầu tư có trọng tâm, trọng điểm vào ngành công nghiệp ưu tiên “đường tắt” để đến cơng nghiệp hóa Cơng cụ hỗ trợ sách cơng nghiệp ngành cơng nghiệp ưu tiên đa dạng Harrison Rodriguez-Clare (2010) chia sách hỗ trợ thành hai dạng, gọi sách cơng cơng nghiệp “mềm”, vốn coi nhẹ tính mục tiêu biệt đãi ngành công nghiệp cụ thể 1.2 Một số kinh nghiệm quốc tế phát triển công nghiệp ưu tiên Những tranh luận sách cơng nghiệp mục tiêu gần thành cơng sách chủ yếu phụ thuộc vào việc thiết kế thực Nói cách khác, vấn đề khơng nằm việc có hay khơng có sách cơng nghiệp, mà nằm việc sách cơng nghiệp có thiết kế tốt thực hiệu hay không Đầu tiên, việc lựa chọn ngành công nghiệp mục tiêu cách thực tế, dựa thực lực công nghệ quốc gia bối cảnh thị trường giới quan trọng Chính vậy, Nhật Bản bắt đầu q trình cơng nghiệp hóa với ngành dệt may (bơng, len lụa) Hàn Quốc việc xuất hàng may mặc giá rẻ tóc giả, từ chuyển sang lắp ráp radio transitor TV đen trắng, quay sang ô tô thép, sau thành công nỗ lực bắt tay vào sản xuất xuất bán dẫn hình LCD Tương tự vậy, Đài Loan giai đoạn đầu cơng nghiệp hóa phải dựa vào ngành thâm dụng lao động công nghệ chậm thay đổi dệt may, da giày, đồ nhựa, sau đến tận thập niên 1980 – 1990 dần chuyển sang thiết bị điện điện tử, trường giới ngành thiết bị phân tích (analytical instruments) tiếp tục khẳng định vị trí ngành cơng nghệ thơng tin Tất nhiên, khó khăn nằm chỗ tồn nhiều quan điểm khác “thực tế” “thực lực” Nhiều người nghĩ “không thực tế” Hàn Quốc gia nhập ngành thép sản xuất ô tô thập niên 1970, hay Nhật Bản tiến vào phân khúc thị trường xe sang trọng vào thập niên 1980, Đài Loan tâm phát triển ngành công nghiệp bán dẫn điện tử vào cuối thập niên 1980 Tuy nhiên, thành công nước Đông Á xuất phát từ thực tế họ cân nhắc thực lực mình, khơng ảo tưởng việc thực bước nhảy vọt lớn, trái lại thường di chuyển từ ngành “thấp” sang ngành “cao hơn” tương đối gần gũi lực, công nghệ, hay nguồn lực đầu vào Thứ hai, kinh nghiệm Đông Á cho thấy tầm quan trọng việc sách cơng nghiệp tích hợp cách chặt chẽ với chiến lược xuất khẩu, đặc biệt họ kinh tế nhỏ với quy mô thị trường nội địa hạn chế Vì nước nhỏ thường khó đạt lợi kinh tế nhờ quy mô không gia nhập thị trường xuất từ đầu Trái lại, với quy mô nhỏ thị trường nội địa, chi phí sản xuất trung bình tăng lên 2-3 lần, mặt gia tăng gánh nặng chi phí cho nhà sản xuất dùng đầu vào nước, mặt khác hội cạnh tranh thị trường giới Ngồi có số lý khác để theo đuổi lợi ích kinh tế nhờ quy mơ Chẳng hạn hoạt động xuất giúp thu nguồn ngoại tệ quý báu, cho phép nước lạc hậu nhập cơng nghệ đại từ nước tiên tiến hơn, nhờ nâng cấp cơng nghệ Bên cạnh đó, hoạt động xuất cung cấp tiêu chuẩn cân đong đo đếm để nhà hoạch định sách đánh giá kết hoạt động doanh nghiệp ngành công nghiệp ưu tiên Thứ ba, thành cơng sách cơng nghiệp phụ thuộc nhiều vào mức độ sẵn sàng khả phủ áp đặt “kỷ cương” công ty ngành công nghiệp ưu tiên – người phủ ban tặng “địa tơ” thơng qua nhiều sách khác thuế, trợ cấp hay hàng rào thuế quan Vấn đề thiếu vắng kỷ luật thị trường – vốn điều tránh khỏi thực Thứ tư, lực kỹ trị “sự cách ly trị” đóng vai trò quan trọng cho thành cơng sách cơng nghiệp Nếu khơng có lực kỹ trị khó để thiết kế, thực thi, đánh giá, điều chỉnh sách cơng nghiệp cách hiệu Còn khơng “cách ly” mặt trị, hay nói cách khác, định có tính kỹ trị sách cơng nghiệp ln bị chi phối ý chí trị ngồi việc khơng thể có sách cơng nghiệp tốt có sách tốt khó thực thi cách có hiệu Lý bị trị chi phối, có đối xử khơng bình đẳng doanh nghiệp, đa số trường hợp, người “chiến thắng” hệ thống trị lựa chọn khơng thiết người hiệu có lực cạnh tranh cao Thứ năm, tương tác thường xuyên chặt chẽ phủ khu vực doanh nghiệp (cả nhà nước tư nhân) lại không bị khu vực tư nhân thao túng đóng vai trò quan trọng cho thành cơng sách cơng nghiệp ưu tiên (xem Evans 1995) Nếu phủ xa rời khu vực tư nhân khơng có nguồn thông tin đầu vào thiết yếu – chẳng hạn thông tin lực doanh nghiệp, thị trường, công nghệ, xu tương lai thực – để thiết kế sách Nhưng mối quan hệ phủ khu vực doanh nghiệp trở nên “thân thiết”, biến thành quan hệ “cánh hẩu”, vốn nguồn gốc tham nhũng ban phát đặc quyền đặc lợi Thứ sáu, kinh nghiệm Đông Á cho thấy tầm quan trọng thể chế tổ chức với tầm nhìn định hướng dài hạn Với thể chế tổ chức này, phủ cam kết thúc đẩy ngành cơng nghiệp có triển vọng tương lai chấp nhận thua lỗ ngắn hạn Ví dụ tồn ngân hàng có tầm nhìn dài hạn (ngân hàng phát triển, ngân hàng cấp tín dụng dài hạn v.v.) có vai trò quan trọng việc xác định tính khả thi dự án dài hạn Cấu trúc doanh nghiệp quan trọng Nếu cấu trúc doanh nghiệp có tính đơn ngành khó “tài trợ chéo” cho dự án Tuy nhiên, cấu trúc doanh nghiệp đa dạng (tương tự trường hợp tập đoàn kinh tế nhà nước Việt Nam đầu tư ngành nhiều) làm cho doanh nghiệp phân tán nguồn lực phải đối diện với nhiều rủi ro Tìm điểm cân thích hợp cấu trúc đơn tế nhờ phạm vi Thứ bảy, kinh nghiệm Đông Á cho thấy việc trợ cấp trực tiếp phủ khơng thiết yếu tố quan trọng sách cơng nghiệp Như kinh nghiệm nước Đơng Á, sách cơng nghiệp nước có ảnh hưởng lớn kinh tế chi tiêu ngân sách tương đối nhỏ Tất nhiên, điều khơng có nghĩa trợ cấp ngân sách (tất nhiên không vi phạm quy định WTO FTA khác) xấu, nghĩa khơng quan trọng, thực tế, giúp tạo sức mạnh cho tầm nhìn sách mà khơng có khoản trợ cấp khơng trở thành thực Thứ tám, kinh nghiệm Đông Á cho thấy Việt Nam cải thiện sách cơng nghiệp cách giới hạn mục đích thời gian rõ ràng cho can thiệp phủ Rõ ràng trợ giúp số ngành công nghiệp ưu tiên Việt Nam (như mía đường, thép, ơ-tơ v.v.) kéo dài mức cần thiết mục đích, phạm vi khung thời gian hỗ trợ không xác định rõ ràng từ đầu Cách thức mà phủ Nhật Bản hoạch giảm dần hỗ trợ cách có trật tự khỏi ngành cơng nghiệp xế chiều vào cuối thập niên 1970 đầu thập nhiên 1980 ví dụ đặc biệt hữu ích Tương tự vậy, chaebols Hàn Quốc thường phủ cho thời hạn từ đến năm để xuất sản phẩm thị trường quốc tế Thứ chín, q trình đẩy nhanh cơng nghiệp hóa, Hàn Quốc Việt Nam dựa vào xương sống tập đoàn kinh tế quy mơ lớn Trên thực tế, việc hình thành tập đồn tổng cơng ty nhà nước Việt Nam có cảm hứng từ chaebol Hàn Quốc Tuy nhiên, điểm tựa công nghiệp Hàn Quốc chaebol tư nhân, Việt Nam tổng cơng ty tập đồn nhà nước Vì muốn biến tổng cơng ty tập đồn nhanh chóng trở thành “quả đấm thép”, Chính phủ Việt Nam dành nhiều ưu ái, đặc biệt trực tiếp đầu tư nhiều (cả ngân sách) cho khu vực Không thế, trái với trường hợp Hàn Quốc, trợ cấp bảo hộ Việt Nam thường kéo dài khơng có thời hạn rõ ràng Điều không dẫn tới tình trạng thâm hụt ngân sách kinh niên mà chèn lấn, cản trở phát triển khu vực tư nhân, đồng thời tạo nên tâm lý ỷ lại, hiệu tập đồn tổng cơng ty Cuối cùng, q trình tự hóa ngày tăng tốc thơng qua nở rộ hiệp ước thương mại song phương, khu vực, đa phương, khơng thể không kể đến WTO TPP hạn chế đáng kể phạm vi, mức độ, công cụ can thiệp trực tiếp nhà nước vào mà có nghĩa can thiệp nhà nước cần thực theo cách thức khác trước Cụ thể biện pháp can thiệp trực chiều dọc (hay theo ngành) bị hạn chế hơn, dần thay biện pháp tác động gián chiều ngang Chính sách cơng nghiệp kiểu không tập trung vào biện pháp can thiệp trực tiếp có tính mục tiêu vào số ngành cơng nghiệp cụ thể mà bao gồm nhóm sách tạo lập mơi trường kinh doanh (ví dụ sách cạnh tranh, sở hữu, phân cấp) để tạo điều kiện cho công nghiệp phát triển nhóm sách tăng cường lực phổ qt (ví dụ sách giáo dục, đào tạo, đổi mới) để hỗ trợ trình chuyển đổi cấu doanh nghiệp Đề xuất nguyên tắc lựa chọn ngành công nghiệp ưu tiên cho Việt Nam Với thực trạng công nghiệp Việt Nam bối cảnh kinh tế khu vực giới nay, Việt Nam cần sách cơng nghiệp ưu tiên Nói cách khác, vấn đề khơng phải nên hay khơng nên có sách cơng nghiệp ưu tiên, mà vấn đề nên có sách công nghiệp ưu tiên Như phân tích trên, quan điểm lựa chọn ngành cơng nghiệp ưu tiên nhắm vào số sản phẩm cụ thể trở nên lạc hậu Không thế, phân tích định lượng hiệu sách cơng nghiệp ưu tiên quốc gia coi thành công Nhật Bản, Hàn Quốc Đài Loan không rõ ràng, chí gây nhiều tranh cãi Vì vậy, cách thực tiễn, Việt Nam khơng nên theo đuổi sách ưu tiên số sản phẩm công nghiệp cá biệt Thay vào đó, phủ nên thực thi sách ưu tiên phát triển số “lĩnh vực lực” phù hợp với mục tiêu chiến lược phát triển dài hạn đất nước Trong trường hợp phủ khơng muốn sử dụng cách tiếp cận mà muốn theo cách tiếp cận lựa chọn ngành cơng nghiệp mục tiêu việc lựa chọn ngành công nghiệp mục tiêu phải thực cách thật bản, kỹ lưỡng, thận trọng Để hướng dẫn trình lựa chọn ngành công nghiệp mục tiêu, đề nghị số nguyên tắc sau2: Nguyên tắc 1: Ngành công nghiệp ưu tiên phải thuận theo lợi so sánh động Việt Nam Tuyệt đối không đưa vào danh mục ngành công nghiệp ưu tiên cách Những nguyên tắc không thiết áp dụng cho ngành công nghiệp phục vụ an ninh quốc phòng việc lựa chọn ngành khơng thiết dựa tiêu chí hiệu kinh tế lực cạnh tranh Công ty Cổ phần Phát triển Giáo dục Hawking SĐT: 04.6253.1570 – Email: info@hawking.edu.vn Website: www.hawking.edu.vn ý chí, ngược lại lợi so sánh Việt Nam Một hệ nguyên tắc việc lựa chọn ngành công nghiệp mục tiêu phải thực tế, dựa thực lực công nghệ quốc gia bối cảnh thị trường giới Nguyên tắc 2: Ngành công nghiệp ưu tiên nên ngành tạo tác động lan tỏa tích cực (positive externalities) đáng kể cho ngành khác kinh tế Nếu khơng, việc can thiệp phủ không giúp sửa chữa thất bại thị trường tạo gánh nặng biến dạng kinh tế Nguyên tắc 3: Ngành công nghiệp ưu tiên phải ngành có tốc độ tăng trưởng cao thị trường nội địa và/hoặc giới, điều chứng tỏ ngành ưu tiên ngành có nhu cầu cao có tiềm phát triển tương lai3 Nguyên tắc 4: Cho đến Việt Nam hết giai đoạn dân số vàng (dự báo điều xảy vào khoảng năm 2025), Việt Nam cần tiếp tục đẩy mạnh số ngành công nghiệp thâm dụng lao động mà Việt Nam sẵn mạnh (như dệt may da giày chẳng hạn) Nguyên tắc 5: Với điều điện khác (chẳng hạn có tốc độ tăng trưởng cao phù hợp với lợi so sánh Việt Nam), ưu tiên ngành tạo giá trị gia tăng cao, tạo lực cạnh tranh tương lai, ngành có tính chất kết nối cao Nguyên tắc 6: Các ngành công nghiệp ưu tiên nên ngành thân thiện với môi trường Trong trường hợp cần đưa ngành có nguy nhiễm vào danh mục ưu tiên phải đảm bảo chế giám sát điều tiết để đảm bảo tuân thủ tiêu chuẩn nghiêm ngặt môi trường, tránh chi phí to lớn mơi trường xã hội tương lai Nguyên tắc 7: Từ kinh nghiệm xây dựng ngành công nghiệp ưu tiên Việt Nam thời gian qua, cần thu gọn lại danh mục ngành công nghiệp ưu tiên để đảm bảo phủ có đủ nguồn lực – khơng nguồn lực vật chất mà người, tổ chức thể chế – để triển khai hoạt động hỗ trợ ngành ưu tiên cách có hiệu Ngun tắc 8: Hỗ trợ phủ cho ngành ưu tiên phải tinh thần tuân thủ cam kết Việt Nam hiệp định thương mại quốc tế Việc hỗ trợ nên nhắm vào mục tiêu phát triển “năng lực tảng” khơng nhắm vào hay nhóm Lưu ý khác với nước tiên phong, Việt Nam nước sau nên đa số, khơng nói tồn ngành cơng nghiệp ưu tiên Việt Nam ngành giới sản xuất Vì ngành phạm vi tồn cầu tăng trưởng nước sau Việt Nam có hội Trái lại, phải chống chọi với tình trạng dư thừa cơng suất giới (như ngành thép nay), tiếp nhận công nghệ hệ trước hệ Công ty Cổ phần Nguyên tắc 9: Mức độ hỗ trợ phủ ngành cơng nghiệp ưu tiên phải đặt sở kết ngành công nghiệp ưu tiên Học tập kinh nghiệm Hàn Quốc, ngành ưu tiên hỗ trợ thời gian định (trung bình năm khơng q năm), sau phải có khả xuất tự tồn cạnh tranh quốc tế Những ngành hay doanh nghiệp ưu tiên không đáp ứng yêu cầu bị chấm dứt hỗ trợ Nguyên tắc 10: Nhà nước đầu tư vào ngành ưu tiên khu vực tư nhân không muốn làm, làm Tuân thủ nguyên tắc này, phủ không chèn lấn khu vực tư nhân, đồng thời tiết kiệm nguồn lực khan để đầu tư vào lĩnh vực khó thu hút vốn tư nhân Nguyên tắc 11: Việc xác định ngành công nghiệp ưu tiên có tính động linh hoạt, phải định kỳ đánh giá kết đóng góp thực tế ngành công nghiệp ưu tiên, đồng thời xem xét lại điều chỉnh danh mục ngành công nghiệp ưu tiên để phù hợp với điều kiện thực tiễn, ưu tiên quốc gia, bối cảnh cạnh tranh quốc tế Nguyên tắc 12: Cách tốt để đánh giá kết ngành (và doanh nghiệp) ưu tiên sử dụng phương pháp “benchmarking” dựa vào báo kết (KPI – Key Performance Indicators) Chẳng hạn, Việt Nam muốn sản xuất thép chế tạo phục vụ cơng nghiệp đóng tầu nên so sánh KPI với Tập đoàn Tata Ấn Độ hay Posco Hàn Quốc Đề xuất ngành công nghiệp ưu tiên phát triển giai đoạn 2016-2025, tầm nhìn đến năm 2035 Trong phạm vi nghiên cứu nhỏ, thực thời gian tương đối ngắn, không khoa học khách quan đưa danh mục đề xuất ngành công nghiệp ưu tiên cho 10 hay 20 năm tới Vì vậy, cách tiếp cận nghiên cứu lấy danh mục ngành công nghiệp ưu tiên làm xuất phát điểm, sau chia danh mục làm ba nhóm Nhóm thứ bao gồm cách ngành nên ưu tiên Đối với ngành này, việc “nên ưu tiên” www.hawking.edu.vn để kiểm chứng mức độ đáp ứng nguyên tắc ngành nhóm Nói cách khác, phủ thực muốn giữ ngành danh mục ưu tiên cần có điều tra khảo sát nghiêm túc định Nhóm thứ hai bao gồm ngành bổ sung Đây ngành cơng nghiệp đóng vai trò quan trọng kinh tế chưa ý cách thỏa đáng sách cơng nghiệp ưu tiên trước Nhóm thứ ba bao gồm ngành “hồi nghi” – tức chúng tơi khơng hồn tồn thuyết phục không đủ chứng cớ phản đối việc đưa chúng vào danh mục ngành công nghiệp ưu tiên Nhóm thứ tư bao gồm ngành khơng nên đưa vào danh mục ưu tiên Đối với ngành nhóm này, chúng tơi rõ ngành lại không nên ưu tiên dựa vào nguyên tắc trình bày phần 3.1 Với kết phân nhóm này, danh mục ngành công nghiệp ưu tiên đề xuất chủ yếu chọn lọc từ ngành nhóm 2, số ngành nhóm (tất nhiên sau ngành đáp ứng nguyên tắc trình Support for the development of target industries is a common policy tool among countries implementing industrial policies The proactive, selective and targeted supports of the government regarding to target industries are implied in the concept of industrial policies Objectives of these policies are to change production structures of target industries, generally those are key industries which have high externalities and growth potentials (refer to criteria of determination of target industries) Since being widely used in the 1970s, governments alleged many reasons to justify for the necessity of support of target industries Firstly, market failures – particularly, suboptimal investment in industries which are considered as important by governments – are prime reasons Secondly, general characteristics of all countries, especially those in the early stage of industrialization, are the shortage of human resources Therefore, this scarce resources must be focused on important sectors with high externalities and growth potentials to ensure the most effective use In other words, such major and key investment in target industries is a “shortcut” towards the industrialization Support tools of industrial policies for target industries are also very diverse Harrison and Rodriguez-Clare (2010) divided these support policies into categories, named as “hard” industrial policies and “soft” industrial policies “Hard” industrial policies     Protection (tariff barriers, non-tariff) Subsidy (direct and indirect) Investment (direct and indirect) Tax exemption, reduction and extension “Soft” industrial policies  Special economic (industrial) parks for providing low-cost infrastructures  Transport infrastructures to support the Dean of Management and Public Policy of this policy than “soft” industrial policies, which often underestimate the objectives and privileges of a particular industry 1.2 Some international experience on development of target industries Recent debates on policies of target industries show that the success of this policy shall depend on how it is designed and performed In other ways, the issue doesn’t subject to whether industrial policies are available or not, but whether such industrial policies are designed and performed effectively Firstly, the practical selection of target industries based on technological strengths of the country and the word’s market context is extremely important Therefore, Japan started their industrialization process with textile industry (cotton, wool and silk) While, Korea started its industrialization process by exporting low-cost clothes and wigs, then transferring into installation of radio transistors and black-and-while TVs, after that transferring into automobiles and steel industry, and after achieving successes in these sectors, Korea embarked in manufacturing and exporting semiconductors and LCD monitors Similarly, in the early stage of industrialization process, Taiwan had to rely on labor-intensive and slowchanging industries such as textiles, leather and footwear and plastics; until 1980 – 1990, Taiwan gradually transferred into the industry of electronic equipment, communications and information technologies; by 2000s, Taiwan has firmly established its global position in the analytical instruments and continued to assets its place in the information technology Obviously, the difficulty lies in various perspectives on what is “practical” and what is “capacity” Many people think that it would be “impractical” if Korea participated in the automobiles and steel industry in the 1970s, or when Japan entered in the segment of luxury automobiles in the middle of 1980s, and when Taiwan determined to develop its semiconductor industry in the end of 1980s However, the success of these East Asia countries came from a reality that they always weigh their capacities, not delude in implementing great strides On the contrary, they transferred technologies and inputs Secondly, the experience of East Asia shows the importance of industrial policies which are integrated closely into export strategies, especially when they are small economics with limited domestic market scales Since small countries are difficult to gain economic advantages due to scales if they fail to enter the export market right from the beginning On the other hand, thanks to small scale in the domestic markets, their average production costs may increase by – times and then increasing the cost burdens of domestic producers using such inputs whereas nearly having no change for competition in the world market In addition, there are also other reasons to pursue economic benefits of scale For example, export activities will provide valuable foreign currencies, which allow a backward country to import advanced technologies from developed countries, thereby upgrading its technologies Furthermore, export activities also provide a measurable standard for policy makers, so that they are able to evaluate the performance of enterprises and other target industries Thirdly, the success of industrial policies mainly depends on the willingness and the government’s ability to impose “disciplines” to companies and target industries – those are handed over “land rent” by the government through many policies such as taxes, subsidies or tariff barriers The problem is that when market discipline is absent – an unavoidable problem when implementing industrial policies – the government must play the role as “chief judge” in assessing and imposing disciplines on beneficiaries of the government incentives Although the governments of East Asia are not always fair and effective in dealing with and disciplining companies whose business results are not corresponding to the government incentives; however, it is clear that they are more successful than most of other countries in this respect Fourthly, the technocracy and “political isolation” play an essential role in the success of industrial policies It is very difficult to design, implement, assess and adjust industrial policies in an effective manner without technocracy capacity Without being “isolated” in terms of politics, or in other words, if technocracy decisions of industrial policies are driven by political opinions, it cannot not only obtain a good industrial policy but also enforce effectively even good industrial policies are available The reason is that when these policies are driven by political opinions, there would be unequal treatment among enterprises, and in most cases, the “winner” of political systems as selected is not the one who has the highest competition or performance capacity Fifthly, the regular and strict interactions between the government and private sector play an critical part for the success of policies of target industries (Evans 1995) If the government isolates itself from the private sector, it would have no necessary information input – such as information of business capacity, markets, technologies, real future trends – to design policies However, if the relationship between the government and private sector becomes too “close”, it would turn into a “buddy” relationship which is origin of corruption and allocation of privileges Sixthly, the experience of East Asia shows the importance of institutions and organizations with long-term orientation and vision Under such institutions and organizations, the government may commit to promoting future-oriented industries in spite of acceptance of short-term losses For example, the existence of banks with long-term visions (development banks, banks issuing long-term credits etc.) plays in important part in determining the feasibility of long-term projects Structures of businesses are also very important If business structures are monophyletic, it is very difficult for “cross subsidy” to new projects However, if structures are too diversified (similar to State-owned groups of Vietnam with wide investments out of the industry), it would disperse resources of enterprises and suffer from many risks Finding a proper balance between concentrated monophyletic structure and dispersed multidisciplinary structure is a secret for businesses to disperse risks and obtain economic efficiency thanks to the scale Seventhly, the experience of East Asian also shows that the government’s direct subsidy doesn’t mean the most important element of industrial policies Under the experience of East Asian countries, industrial policies of these countries have a serious influence on the economy, despite of relatively small budget expenditures Obviously, this does not mean that budget subsidy (not violate regulations of WTO and other FTAs) is negative or unimportant, because in the fact it can provide a strength for policy vision, unless it would never come true Eighthly, the experience of East Asia shows that Vietnam can improve its industrial policies by limiting purposes and times for the government’s intervention Clearly that the support of some Vietnam’s target industries (such as sugarcane, steel, automobiles etc.) has been extended beyond the requirements, because such purposes, scope and timeframe of this support has not been determined right from the beginning Measures that the Japan government has applied to reduce orderly the support out of late-afternoon industries in the late 1970s and early 1980s are a particularly useful example Similarly, chaebols of Korea are usually given a five to seven year term by the process of accelerating the industrialization, both Korea and Vietnam also rely on large-scale economic groups as the backbone In fact, the formation of State-owned corporations and groups in Vietnam is inspired by Korean’s chaebol However, the fulcrum of Korean industry is private chaebols, while Vietnam's is Stateowned corporations and groups With desires to make such corporations and groups to quickly become “steel fists”, the Vietnam Government has provided a lot of favor, especially direct investments (in and out of the budget) in this area Furthermore, contrary to Korea, subsidies and protection in Vietnam are often long and indefinite This causes not only the chronic budget deficits but also the overlapping, resulting in barriers for the development of the private sector, while creating the dependency and ineffective performance of corporations and groups Finally, the process of liberalization has increasingly accelerated through the expansion of bilateral, regional and multilateral trade agreements, consisting of WTO and TPP which have significantly reduced the scope, degree and direct intervention tools of the State to the economy However, this does not mean that developing countries are completely “tied up”, State interventions need to be done in a different way In particular, direct vertical (or sectoral) interventions will be limited and therefore gradually replaced by horizontal indirect measures New-style industrial policy not only focuses on direct targeted interventions in some specific industries but also includes business formation policies (such as competition, ownership, decentralization policies) in order to facilitate the industrial development and general capacity improvement policies (such as education, training, innovation policies) to support the transformation process of structures of businesses Proposals for selection principals of target industries of Vietnam Under Vietnam’s current industrial situation and regional and world economic contexts, Vietnam may still need policies for target industries In other words, with or without policies of target industries is not a main issue, the main issue is that how to form effective policies for target industries As discussed above, viewpoints of selecting target industries in which focusing on some specific products have become obsolete Moreover, quantitative analyses of effects of policies of target industries in successful countries as Japan, Korea and Taiwan are still unclear, even controversial Therefore, in practice, Vietnam should not pursue incentive policies for some specific industrial products Instead, the government should implement incentive policies to develop some “capacity areas” in consistent with the country’s long-term development objectives and wants to follow the approach of selecting target industries, the selection of target industries must be carried out in a methodical, careful and prudent manner To guide the selection process of target industries, we recommend some basic principles as follows 5: Principle 1: Target industries must adhere to dynamic comparative advantages of Vietnam Not apply list of target industries in a voluntarism manner, contrary to comparative advantages of Vietnam One consequence of this principle is that the selection of target industries must be practical, based on technological strength of the country and world market context Principle 2: Target industries should be an industry generating significantly positive externalities in the economy Otherwise, the government intervention will not repair market failures while still generating burdens and distortions in the economy Principle 3: Target industries must be a high-growth industry in the domestic and/or international market, because it proves that target industries are high-demand industries and have devilment potentials in the future6 Principle 4: Until Vietnam’s golden population stage is expired (predicted to occur in 2025), Vietnam still needs to boost some labor-intensive industries that Vietnam has advantages (such as textiles and footwear) Principle 5: Under different conditions (such as same high growth rate and consistent with comparative advantages of Vietnam), it should prioritize high value added industries, generating competitive capacity in the future and other ones which have high connectivity Principle 6: Target industries should be environmentally friendly ones In case that it is necessary to place some pollution industries into the target list, it must ensure the regulation and supervision regimes to guarantee the compliance with strict standards of the environment, avoiding high costs for environment and the society in the future Principle 7: Based on development experience of Vietnam’s target industries during the recent time, it needs to shorten list of target industries to ensure that the government has sufficient resources – not only material resources but also human resources, organization These principles are not necessary for applying for defense industry because the selection of these industries doesn’t depend of criteria of economic efficiency and competitive capacity Unlike other pioneers, Vietnam is only a follower, almost or not all of target industries of Vietnam are those have been produced in the world Therefore, only when these target industries are still developing in the global scope, a follower like Vietnam will have opportunity On the contrary, we will either have to deal with the overcapacity of the world (the steel industry today) or will institutions – to effectively implement support activities to target industries Principle 8: The government’s support for target industries must base on the Vietnam’s commitment compliance under international trade agreements The support should focus on the development of “platform capability” rather than one or more specific product group Moreover, this support should have a definite deadline, which is clearly defined right from the beginning not last forever Principle 9: The government’s support level for target industries must be based on basic results of such target industries Learning Korean’s experience, target industries shall be only supported for a certain period of time (average of years, not more than years), then they must be able to export and self-exist in the international competition Sectors or target industries which fail to meet requirements shall be no longer supported Principle 10: The State shall only invest in target industries if the private sector doesn’t or fails to so Adhering to this principle, the Government shall not encroach on the private sector and save scarce resources to invest in areas that are difficult to attract private capital sources Principle 11: The identification of target industries should be dynamic and flexible, therefore it must periodically evaluate results and actual contributions of such industries, as well as review and adjust the list of target industries at the same time to be consistent with practical conditions and priorities of each country and the international competition Principle 12: The best measure to evaluate the performance of industries (and businesses) is to use “benchmarking” method based on key performance indicators (KPIs) For example, if Vietnam wants to manufacture steels for the shipbuilding industry, it should compare its KPIs with Tata Group of India or Posco of Korea Proposals of target industries for development in the period of 2016-2025 with a vision to 2035 Within a small-scale study and relatively short-term implementation, it would not be scientific and objective when providing a list of target industries for 10 or 20 years onward Therefore, the approach of this study is to use the current list of target industries as a starting point, then dividing it into three categories The first group includes prioritized industries As for these industries, the “priority” is only a prerequisite Sufficient condition is that these industries must meet principals specified in paragraph Unfortunately, available data is insufficient to verify the satisfaction Government really wants to keep these industries in the priority list, it must have serious investigations and researches for final decisions The second group includes new additional industries These industries play a key role in the economy but still have not received attention carefully in previous policies of target industries The third group includes “dubious industries” – it means that we are not completely convinced but have not enough evident against the inclusion into list of target industries The forth group includes industries which should not be included in target industries As for these industries, we will specify reasons for not including them into principles as stated in paragraph 3.1 Under this group classification, list of proposed target industries will be selected from industries in group and 2, and some in group (only after these industries have met all principles in paragraph 4) In this summary article, we will take some examples to illustrate for the application of principles in paragraph 4, with the main objectives are to eliminate industries which are not listed in the following table, eliminated industries (group 4) will be crossed over, “dubious
