of international economic integration, organizations also have big changes Some enterprises thanks to the adaptation of with mechanism to be able to compete, improve efficiency in production and business as well as strengthen their position and improve its brand in economies with various types of facility property belonging to different economic sectors But besides that, there are also enterprises who are still passive, slowly response with the fluctuations of the economy, not promote these strengths to overcome their weaknesses There are many factors that make the success of the enterprise, the resource is one of those factors: financial resources, personnel resources (workforce) these resources are important and support for each other to make a success of this the enterprise Although a business has abundant financial resources and growing, it is also meaningless without human factors People will turn modern machinery so that it can promote its effectiveness in creating products Talking to people in an organization, it is not a person that is speaking generally about quantity and quality or the capacity, working efficiency of employees All activities within an enterprise are directly participated or indirectly by humans, if enterprises create, use well this source then that is a huge advantage compared with other firms in the market The aim of the thesis on the basis of study of basic theory and the reality of the use of human resources of enterprises, discovering the advantages and disadvantages to propose several measures to improve more efficient use human resources, to help enterprise improve the efficiency of production and business I hope this dissertation can help enterprise achieve high efficiency in the future I declare that this report is resources has indeed become the most valuable assets, is the key to the success of each organization, each enterprise in the market economy Therefore, to be survival, get empowering and sustainable development in the market economy, one of the effective measures is that enterprises have to enhance the efficient use of its human resources Each enterprise has different approaches with enterprise practices and brings the highest efficiency During practicing at Tan Cang-128, through the study of the use of human resources in the enterprise, I found that firms have been actively carried out this task by effective way However, because the conditions are limited so the utilization of personnel resources in the enterprise has some limitations which requires enterprise has to take measures to solve Because of the importance of improving efficient use of human resources combined with passion for research on human resources and the desire to contribute my small part in solving the practical use of personnel resources in enterprise, I boldly chose research topics: “Recommendations for improving human resources management at Tan Cang-128” The purpose of research I write this dissertation with the purpose is that propose recommendations for improving human resources Besides objectives:  Introduce the theoretical basic of human resources management  Introduce Tan Cang-128 Joint Stock Company  Evaluate and propose recommendations to improve human resources at Tan Cang-128 Nguyen Ngoc Tuyen- Class: GMA02 Page Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company *Advantages:  Create conditions for employees to promote all their capabilities in professional work  Create a team of highly qualified workers, enthusiasm to work and efficiency in work  Make the most of the productivity of machinery and technical equipment and quickly depreciate value of fixed assets *Disadvantages:  Sometimes it does not create a good working atmosphere, so the workers have a feeling cramped (uncomfortable), cannot show the ability to innovate and their work  The arrangement of personnel can not only depends on job requirements and professional competence, but also bases on thinking ability, work organization and communication skills 2.4 General evaluation of human resources management in Tan Cang-128 Joint Stock Company 2.4.1 Advantages Tan Cang-128 JSC has a team of experienced human resources, qualified professional, fully equipped awareness of political theory In the context of Vietnam has joined the WTO, this is a favorable condition to meet the human resources requirements of the market economy which is increasingly fierce competition, demand of integration , globalization of markets and knowledge background of economy To have such the quality of human resources, enterprises always focused on raising efficiency of human resources with the following significant achievements: Nguyen Ngoc Tuyen- Class: GMA02 Page 44 Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company Firstly: Saigon New Port in general and TanCang-128 JSC paid attention to the recruitment of qualified staff Regulation recruitment is informed to each laborer Thus up to now, enterprise has had a workforce with quality and experience to meet the requirements of the tasks set Secondly: The arrangement of the enterprise's human resources is relatively reasonable, scientific labor organization thus facilitates employees promote all their capabilities in professional work; create a labor team with high qualification, enthusiasm to work and the results of efficient work is often huge; make the most productivity of machinery and technical equipment, quickly depreciate value of fixed assets Thirdly: Enterprise has always considered training and human resources development which is the first task in the plan of raising effective use of human resources of the enterprise From the formulation of training needs in a scientific way with each labor object from the units, build training plans and organize appropriate training to each object in the enterprise associated with the production and business requirements Fourthly: Enterprise has built policies on salary and bonuses; regimes and other policies for workers Besides, enterprises have had salary calculation method applied to each object and well perform health safety for workers These tools are aimed to enhance the efficient use of enterprise's human resources in oriented way, in order to attract and encourage workers to get tremendous expertise, achieving high performance in work 2.4.2 Disadvantages Beside achievements that company has reached, in the process of human resources management company need to solve several disadvantages: Firstly: The criteria of labor recruitment just focuses on professional ability, does not have discrimination between requirements of different capacities with different positions recruited Almost the recruitment is from staff’s introduction so company sometimes cannot recruit right people for right position Nguyen Ngoc Tuyen- Class: GMA02 Page 45 Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company Secondly: Job analysis is quite new and the implementation has no scientific system thus results are negligible The determination of the powers, responsibilities and skills required by the job and the determination of hiring people bases only on the experience of the officers of human resources department The arrangement of human resources is still not clear There are several surpluses in the number of employee among departments as: gate security, paperwork…and lack of the number of direct employee when the workload is high Thirdly: Training objectives of enterprises only focus on aspects of training to meet the immediate requirements that virtually ignore development aspects The content of training and human resources development of enterprises still has limitation that is not really useful for the actual work of the staff The employee training and development classes are still less, employee must take a long time to be familiar with work, thus they cannot promote their best ability Fourthly: Enterprise has not assessed correctly the work implementation capacity of the staff so factor when evaluating work coefficient to pay salary for workers, which is subjective, emotional factors, reverence, leading to the income reflecting incorrectly the level of individual contributions to the business results of enterprises The encouragement for employee is still limited The bonus for worker is lower compared with their workload which make them boring, dissatisfied with what they devoted MANAGEMENT AT TAN CANG-128 JOINT STOCK COMPANY 3.1 Future plan For any enterprise, the construction of direction of business and production activities is extremely important Because, to carry out production and business activities in the future in the best way and the most effective, the first thing is to carry out the construction of the strategic goals and orientations for those activities in the future The effectiveness of business activities is high or low depending on the direction of the business that is right or wrong The goals - tasks of the enterprise in 2016 are:  Strive to gain complete the assigned targets In manufacturing, ensure the absolute safety of people, goods and equipment of the port and ship  Strive to gain average monthly income is 6,000,000 dong/person/month Enterprise has also launched several measures to accomplish the goal, including measures to raise the efficient use of personnel as: Nguyen Ngoc Tuyen- Class: GMA02 Page 47 Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company  Motivate employees to learn more about the professional knowledge to constantly improve the quality of service provided to customers, attract customers to Newport  Educate officials and staff to have a sense, responsible participation in the management and development of the Port  Layout and use labor in a reasonable way, constantly regulate the style and attitude of service to meet the requirements of assigned tasks in competitive conditions  Continue rearranging organization of production and staff rotation, staff to match the actual conditions of production, to meet the immediate and long term tasks  Encourage employees to be enthusiastic in emulating work and production to complete the tasks set  Continue to organize tutoring, improving professional qualifications for the new staff, particularly focusing on information technology and foreign languages  Fully implement the policies for workers and labor management in order to further improve efficiency in the production and business of enterprises 3.2 Recommendations for improving human resources management 3.2.1 Recommendations for improving the training and development of human resources The basis of recommendation: Business and production plan increases that require employees have to work with high efficiency, higher productivity Training should be conducted regularly, will help employees not fall behind The organization of training programs to help employees enhance professional capacity The training content and development of enterprises conduct less thoroughly, procedures are loose, have not exploited maximum the ability of the training into production Nguyen Ngoc Tuyen- Class: GMA02 Page 48 Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company The target of recommendation: Training staff and workers to get stable management capacity, to get high qualifications Training staff and workers to promptly meet service quality requirements of customers, adapt to the market mechanism From which, improving the quality of human resources, enhancing the competitiveness of service quality on the market, improving the efficiency of production and business of enterprise The content of recommendation: Diversify types of training:  Strengthening, expanding exchanges and cooperation in training and human resources development  Collaborating with universities, colleges and vocational training schools to train highly qualified personnel, capable of absorbing scientific - advanced techniques Expand the content of training:  Enhancing the level of computer skills, foreign languages and professional skills  Enhancing the level of the handling of documents for office staff, managers  Improving communication skills in dealing with partners, customers and colleagues  Organize for managers to study at specialized training centers about the quality of managementTan Cang-128 can train employees at port or send their employees to be trained at other places or even abroad For example: open foreign language classes at port in order to improve the knowledge of foreign language, when their employees go abroad, they could study and grasp advanced technology, science…then bring these knowledge to port and apply them  After training, staff will be tested to check professional competence and what they studied after training If the result is not good, staff will be retrained and vice versa Nguyen Ngoc Tuyen- Class: GMA02 Page 49 Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company The result of recommendation: Tan Cang-128 will have the human resources with strong management capability, high professional qualifications and promptly meets the increasing requirements in quality of customers, adapt to the market mechanism Thus, enterprise can improve service quality, enhance competitiveness with other enterprises in the market, improve labor productivity and improve the efficiency of production and business in enterprises 3.2.2 Recommendations for improving the evaluation of work implementation The basis of recommendation: In general, the evaluation of work implementation is conducted periodically so has brought many benefits to the company's leadership team so that they can grasp the situation of production capacity, from which set out the decisions that have impacts on the production of each workshop in particular and the company in general However, that assessment still has some problems to be overcome The purpose of this work is that each individual try to improve ourselves, to work efficiently and thus promoting business production more efficient The target of recommendation: Assess the capability of staff’s work implementation in an objective and truthful way Minimize unfair emulation causing wasting, unworthiness for what laborers have devoted Create atmosphere of emulation, creative emulation in job, improving the efficiency and quality of work The content of recommendation: Every week an employee must register with their superiors about the workload completed and receive a reasonable arise jobs due to the superior assign Giving comments on the jobs are assigned: to see reasonable or not, workload should in that period of time is appropriate or not These comments must be objective and honest The results are superior recognized in each week and saved as a basis for Bonus to encourage, motivate timely spiritual labors Leaders report production situation and share advantages and disadvantages and study experience from other departments The expected results of recommendation: After implementing work in recommendation, everyone will recognize the work of evaluation in more positive way, the spirit of team work is enhanced Everyone sympathize, stick together and stimulate the enthusiasm in production to a new level which leads to cost savings, the average labor productivity also increased 3.2.3 Recommendations for improving encouragement for laborers The basis of recommendation: in order to promote staff’s ability more efficient, company should apply economic levers to stimulate material benefits as well as spirit for employee in company, to improve labor utilization efficiency, make them closer with company The target of recommendation: To promote the ability of employee, stimulate working spirit to bring high efficiency Promote employee to work more long-time for company The content of recommendation: Stimulation of material is important in the process of improving labor efficiency Stimulation of material includes salary, bonus money paid to employees working enthusiastically to achieve high efficiency Company should have suitable salary level with real conditions at port Salary level at Tan Cang-128 Joint Stock Company is not high compared with that in other subsidiaries of Saigon Newport, if company does not have policy to improve it, employee will feel boring, not be devoted with assigned work and not promote fully their ability In addition, the Company should enhance annual salaries for officials and employees who have been working for company from above years This work has contributed to Nguyen Ngoc Tuyen- Class: GMA02 Page 51 Recommendations for improving human resources management at Tan Cang-128 Joint Stock Company enhance the professional skills of laborers, requires regular learn of employee and improve the basic salary for workers Company should have bonus regime based on classification of emulation (A, B and C), this reward bases on the working ability of employee through business results, it effects on mentality of employee, expressing the concern of company’s leaders with employee and promoting employee to work more efficiently Particularly, with types of emulation in Tan Cang-128 Joint Stock Company, if employee can complete well assigned work and reach A type in year, they will be rewarded with month’s salary, month’s salary for B type and nothing for C type Furthermore, Tan Cang-128 Joint Stock Company should have several activities to stimulate the spirit of employee:  Create comfortable atmosphere and avoid prolonging working time that create stress while working Organize meetings among departments to learn, exchange more experience and discuss about next plans to create excitement in work for employee to work more efficiently  Reward and commend good individuals in front of company to other employee follow Organize several travels, rests for employee Finally, to maintain and enhance working efficiency, companies need to have allowance regime and reasonable protection for laborers to work, devote mental and strength in assigned work To enhance employee’s living standard, besides subsidies for employee when they meet difficulties according to the regulations of State, company should implement several allowance regimes of sickness, accidents, maternity, pensions and resignation In addition, the company should apply several forms of economic support as lending for housing, building a home for young workers to encourage them to stick with company 3.2.4 Recommendations for improving the quality of human resources recruitment The basis of recommendation: Due to new requirements of the job candidates who have ability to meet the job in fastest and most effective way, efficient and good quality Save cost and time in training after recruitment Improve the quality of personnel, improving the efficiency of production and business of enterprise The content of recommendation: Expand recruitment sources: Universities, colleges, candidates apply for a job  Diversify recruitment methods  Widely announce recruitment information on the mass media such as internet, newspapers and television  Provide specific requirements about different ability with each position that need to be 3,894,000,000 dong The total cost of solution is: 3,974,000,000 dong The result of recommendation: Tan Cang-128 can recruit talented employees and dynamic according to the style of a new society There will be a labor force who love the job, long-term working with the work, company Tan Cang-128 will be easier in the management of employees, creating strict environment and fair that employees can be assured developing work Tan Cang-128 will recruit young labor force with enthusiasm and creativity, according to expectation 59 people will create more profits and enhance turnover for company 3.2.5 Recommendations for utilizing actively and reasonably labor The basis of recommendation: Due to the number of indirect labor in several departments is still crowded that makes organizational structure become complicated The target of recommendation: Make the managing department become terse Reduce the surplus in personnel, enhance the efficiency of labor usage and promote economic growth Based on the above-mentioned classification of emulation in company (A, B and C), if within 2-3 years, staff just reach the C type in work, that person will be eliminated and replaced by another In addition, create the idleness and inefficiency in work For example in Tan Cang-128, they put employees at each gate with the work of checking each person when they come in the port and there are 3-4 employees
