provisions that not unnecessarily increase construction costs; provisions that not restrict the use of new materials, products or methods of construction; and provisions that not give preferential treatment to particular types or classes of materials, products or methods of construction Adoption The International Plumbing Code is available for adoption and use by jurisdictions internationally Its use w i t h a governmental jurisdiction is intended to be accomplished through adoption by reference in accordance with proceedings establishing the jurisdiction's laws At the time of adoption,jurisdictions should insert the appropriate information in provisions requiring specific local information, such as the name of the adoptingjurisdiction These locations are shown in bracketed words in small capital letters in the code and in the sample ordinance The sample adoption ordinance on page v addresses several key elements of a code adoption ordinance, including the information required for insertion into the code text Maintenance The International Plumbing Code is kept up to date through the review of proposed changes subrnittedby code enforcing officials, industry representatives, design professionals and other interested parties Proposed changes are carefully considered through an open code development process in which all interested and affected parties may participate The contents of this work are subject to change both through the Code Development Cycles and the governmental body that enacts the code into law For more information regarding the code development process, contact the Code and Standard Development Department of the International Code Council 2003 INTERNATIONAL PLUMBING CODE@ 111 While the development procedure of the International Plumbing Code assures the highest degree of care, ICC and the founding members of ICC-BOCA, ICBO, SBCCI-their members and those participating in the development ofthis code not accept any liability resulting from compliance or noncompliance with the provisions because ICC and its founding members not have the power or authority to police or enforce compliance with the contents of this code Only the governmental body that enacts the code into law has such authority Letter Designations in Front of Section Numbers In each code development cycle, proposed changes to this code are considered at the Code Development Hearing by the International Plumbing Code Development Committee, whose action constitutes a recommendation to the voting membership for final action on the proposed change Proposed changes to a code section whose number begins with a letter in brackets are consideredby a different code development committee For instance, proposed changes to code sections which have the letter [B] in front (for example, [B]309.2), are considered by the International Building Code Development Committee at the Code Development Hearing Where this designation is applicable to the entire content of a main section of the code, the designation appears at the main section number and title and is not repeated at every subsection in that section The content of sections in this code which begin with a letter designation are maintained by another code developmentcom- mittee in accordance with the following: PI= International Building Code Development Committee; [El = International Energy Conservation Code Development Committee; [EB] = International Existing Building Code Developmeilt Committee; [F] = International Fire Code Development Committee Marginal Markings Solid vertical lines in the margins within the body of the code indicate a technical change from the requirements of the 2000 edition Deletion indicators (+) are provided in the margin where a paragraph or item has been deleted 2003 INTERNATIONAL PLUMBING CODE@ ORDINANCE The International Codes are designed and promulgated to be adopted by reference by ordinance Jurisdictions wishing to adopt the 2003 International Plumbing Code as an enforceable regulation governing plumbing systems should ensure that certain factual information is included in the adopting ordinance at the time adoption is being considered by the appropriate governmental body The following sample adoption ordinance addresses several key elements of a code adoption ordinance, including the information required for insertion into the code text SAMPLE ORDINANCE FOR ADOPTION OF THE INTERNATIONAL PLUMBING CODE ORDINANCE NO An ordinance of the [JURISDICTION] adopting the 2003 edition of the International Plumbin Code, regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, refocation, replacement, addition to, use or maintenance of plumbing systems in the [JURISDICTION]; comply with the provisions of this code for new installations Referenced codes and standards The codes and standards referenced in this code shall be those that are listed in Chapter 13and such codes and standards shall be consideredas part of the requirementsof this code to the prescribed extent of each such reference, Where the differences occur between provisions of rhxs code and the referenced standards, the provisions of this codt shall be the minimum requirements 102.9 Requirements not covered by e d e Any requirements necessary for the strength, stability or proper operation of an existing or proposed plumbing system, or for the public safety, health and general welfare, not spifically covered by this code shall be determined by the code oficial I1 105.2 Alternative materials, methods and equipment The provisions of this code are not intended to prevent the installation of any material or to prohibit any method of construction not specfically prescribed by hs code, provided that any such alternative has been approved, An alternative material or metbod of consfmction shall be approved where the code 0%cia1 f - d sthat the proposed design is satisfactory and complies with the intent of the provisions of this code, and that the material method or work offered is, for the purpose intended, at Ieast the equivalent of that prescribed in this code in quality, srren,@, effectiveness, fire resistance, durability and safety 1053 Required testing Whenever there is insufficient evidence of compliance with the provisions of thls code, or evidence that a material or method does not conform to the requirements of this c d e , or in order to substantiate claims for alternate materials or methods,the code official shall have the authority to require tests as evidence of compliance to be made at no expense to the jurisdiction 1053.1 Test methods Test methods shall be as specified in this code or by other recopaized test standards In the absence of recognized and accepted test methds, the code official shall approve the testing procedures 105.3.2 Testing agency All tests shall.be @ o m d by an approved agency 10533 Test reports Reports of tests s W be retained by the code official for the period required for retention of public records 105.4 Alternative engineered design The design, documentarion, mspection, testing and approval of an altemiive engineered design plumbing system shall comply w ~ t hSections I05-4.1 through 105.4.6 105.4.1 Design criteria An alternative engineered design shall conform to the intent:ofthe provisions of this code and shall provide an equivalent level of quality, strength, effectiveness, fire resistance, durability and safety Material, equipment or components shall be designed and installed in accordance with the manufacturer's installation instructions 105.42 Submittal The registered design professional shall indicate on the permit application that the plumbing system is an alternative engineered design The permit and permanent permit records shalI indicate that an alternative engineered design was part of the approved installation 105.4.3 TechnicaI data The regstered design professional shall submit sufficienttechnical data to substantiate the pro- posed a l m t i v e engineered design and to prove that the performance mee&the intent of this code 105.4,4 ConshPction documents The registered design professional shall submit ro the code official two complete sets of sign& dsealed construction documents for the alternative e n$neered desi,p The construction d ocrunents shall include floor plans and a riser diagram of the work Where appropsiate, the consmction documents shall indicate the direction of flow, all pipe sizes, p d e of horizontal piping, loading,and location of fixtures and appliances 105.4.5 Design approval Where the code official determines t b t the alternative engineered design conform to the 20W INTERNATIONAL PLUMBlNG CODE@ intent ofthis code, the plumbing system shall be approved If t he alternative engindesign is not approved, the code official shall notify the registered design professionaf in writing, stating the reasons thereof105.4.6 Inspection and testing- Tbe altemativeengineered design shall be tested and inspected in accordance with the requrements of Sections I07 and 12 105.5 Material and equipment reuse Materials, equipment and devices shall not be reused unless such elements have been reconditioned, tested, pIaced in good and proper working condition and approved SECTION 106 PERMITS 106.1 When required Any owner, authoked agent or contractor who desires to construct, enlarge, alter, repair, move, demol~~h or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any plumbing system, the installation of which is regulated by h s code, or to cause any such work to be done, shall fixst make application to the code official nnd obtain the required permit for the work 1062 Exempt work The following work shaIl be exempt from the requirement for a permit: 1.The stopping of leaks in drains, water, soil, waste or went p lpe p rovided, however, that if any c oncealed trap, drainpipe, water, soiI, waste or vent pipe becomes defective and it becomes necessary to remove and replace the same with new material, such work shall be considered as new work and a permit shall be obtained and inspection made as provided in this code LThe clearing of stoppages or the repairing of leaks irr pipes, vaIves or fixtures, and
