phạm vi toàn cầu, tác động hoạt động kinh tế - xã hội loài người Biến đối khí hậu gây tác động tiêu cực đến phận dân số giới, đặc biệt nước phát triển khu vực Đông Nam Á Đối với kinh tế đà phát triển, tốc độ đô thị hoá công nghiệp hoá diễn nhanh nguyên nhân dẫn đến ô nhiễm môi trường.Điều có nghĩa đẩy mạnh tốc độ phát triển kinh tế mà biện pháp kiểm soát ô nhiễm thích hợp môi trường sống thực phải đối mặt với nguy cơ.Tuy nhiên, phải lựa chọn phát triển kinh tế hậu ô nhiễm môi trường, đa số quốc gia phát triển phải chọn đường phát triển kinh tế mà bất chấp hậu môi trường Kể từ khủng hoảng kinh tế tài toàn cầu năm 2008, phủ nhiều nước theo đuổi sách tài khóa mở rộng nhằm vực dậy kinh tế, từ tác động đến nhiều biến kinh tế vĩ mô chất lượng môi trường Và việc nâng cao chất lượng môi trường mục tiêu sách tài khóa phủ nhận tác động trực tiếp gián tiếp chi tiêu phủ đến môi trường Bằng chứng ngày có nhiều nghiên cứu hai phương diện lý thuyết thực nghiệm kiểm chứng mối quan hệ Việc xem xét tác động chi tiêu phủ đến chất lượng môi trường giúp nhà nghiên cứu đưa kiến nghị sách kinh tế vĩ mô giảm thiểu biến đổi khí hậu hậu mà gây Trong thời kỳ từ năm 1984 đến năm 2013, nhóm nước ASEAN-5 bao gồm Indonesia, Malaysia, Philippines, Thái Lan Việt Nam, bên cạnh tốc độ tăng trưởng kinh tế ấn tượng đạt quốc gia phải đối mặt với nhiều vấn đề môi trường, điển hình khói mù ô nhiễm xuyên biên giới, đe dọa sức khỏe người dân Mặt khác, ngoại trừ Malaysia nước lại phải gánh chịu nhiều hậu nặng nề từ thiên tai biến đổi khí hậu, tình trạng cản trở nghiêm trọng nỗ lực phát triển kinh tế giảm nghèo quốc gia Trong nỗ lực tìm kiếm yếu tố tác động đến chất lượng môi trường-được đại diện lượng phát thải carbon dioxide(CO2), vai trò chi tiêu phủ gần nhận nhiều quan tâm nhà nghiên cứu Tuy nhiên, nghiên cứu thực nghiệm cho khu vực ASEAN hạn chế Chính tác giả chọn nghiên cứu đề tài “Tác động chi tiêu phủ đến lượng khí thải CO2: Nghiên cứu thực nghiệm quốc gia ASEAN” nhằm làm rõ tác động Mục tiêu câu hỏi nghiên cứu Mục tiêu nghiên cứu tìm tác động chi tiêu phủ đến lượng khí thải CO2 cho quốc gia ASEAN (Indonesia, Malaysia, Philippines, Thái Lan Việt Nam) giai đoạn từ năm 1984 đến năm 2013 Dựa vào mục tiêu trên, luận văn tập trung trả lời cho câu hỏi nghiên cứu sau: - Chi tiêu phủ có tác động đến lượng khí thải CO2 quốc gia ASEAN-5 hay không ? - Tác động chi tiêu phủ đến lượng khí thải CO2 quốc gia ASEAN-5 chiều hay ngược chiều?
